Tasks and Responsibilities

  • Improve and align vetting / inspection preparation of the vessels and ensure compliance with relevant vetting / inspection procedures. Maintain record of vetting inspections and to arrange oil major inspections and co-ordinate replies to them.

  • Support the tanker dept. engagement with oil companies, terminal delegates, stakeholders, and the owners’ representatives to understand their short- and long-term requirements and ensure compliance.
  • Review the vetting and inspection processes, identify issues, and propose improvements to maximize the utilization of available resources and improve customer satisfaction.
  • Perform pre-vetting inspections and follow up with closeouts.
  • Follow-up on relevant marine reporting, declaration, Questionnaire submissions etc.
  • Ensure good cooperation between vessel and onshore organization.
  • Keep abreast with the new trends and support all latest developments within the industry.
  • To oversee navigation standards for the fleet. Responsible to initiate independent random navigational reviews across the fleet using suitably qualified External Company to conduct audits/ VDR reviews.
  • Follow up on forthcoming changes in rules regulations and conventions, monitor date of entry into force and possible consequences such changes may have.
  • Supervise & Monitor tank cleaning and ensure vessels are in load readiness as per CP.
  • Supervise & monitor all Navigation, Cargo related reviews and operations.
  • Incharge of US, China, NZ and other local regulations & documentation for approved trading areas of vessels.
  • Ensuring charter party, freight contract, etc., obligations are fulfilled
  • Taking appropriate measures to safeguard Owners' interests ensuring ship's documentation under responsibility is in order and regulatory requirements are met.
  • Issuing warnings and cautionary notices to the ships appropriate to their voyages or trade.
  • Providing appropriate guidance and assistance to the Operations staff to ensure regular, timely, monitoring of the vessel and adherence to Company Policies & Procedures
  • Support the HSSEQ team in TMSA preparations to achieve the optimum results.
  • Review critical responses as per our procedures. Develop potential improvements and propose implementations to the Group for issues identified during the inspections.
  • Control the development and submission of analytical reports on vessels’ operational condition and statistical data.
  • Assist in management review and evaluation of Quality system, internal and external findings, master’s review etc. conclusion and recommendations of the review for management action.
  • Support and arranging quarterly MR meetings in office.
  • To ensure masters reviews are timely carried out and actioned upon.
  • Support training requirements are identified and implemented across the fleet and office.
  • To Support and conduct safety seminars ashore.
  • Coordinates MOC processes within the office and ensure that the records are maintained.
  • Communicate with Class and Flag State.
  • Support Take over of new vessels in management.
  • Be Company Security Officer for the tanker dept.
  • Oversees the safe, efficient, and cost-effective performance of ships assigned.
  • Ensures ships managed and operated in accordance with organisational policies, operating procedures, and management systems.
  • Analyse risks and ensure that all procedures are adhered to and comply with International Safety Management (ISM) Code and classification rules.
  • Brief crew on organisational policies, documentations, and procedures.
  • Conduct appraisals of crew members. Conduct interviews for senior officers / engineers and make recommendations.
  • Monitor ships’ Non-Compliance Reports (NCRs) and ensure follow-ups are carried out to address them.
  • Analyse/investigate nature and cause of serious incident / accident.
  • Monitor ship operating costs.
  • Monitor monthly key performance indicators (KPIs) and targets.
  • Optimise utilisation of resources effectively.
  • Acquire and allocate resources to support operations.
  • Update clients on ship status and issue arising.
  • Manage information exchange between clients and businesses.
  • Investigate Open Reports, as directed by the Group HSSEQ GM.
  • Investigate vessel casualties and oil pollution incidents as directed by Group HSSEQ GM.


Job Requirements:

  • Holder of Class 1 Master COC (Unlimited).
  • Sailing Experience as a Certificated Marine Deck Officer for at least 2 years onboard oil, oil/chem vessels. Gas tanker experience will be preferred.
  • Prior shore-based experience or similar role 
  • Strong knowledge of vessels’ marine / commercial requirements and voyage regulations.
  • Good knowledge of the OCIMF / CDI guidelines and requirements.
  • Excellent project management skills.
  • Excellent communication skills.
  • Good negotiation skills.
  • Very good people management skills.
  • Good multitasking and organisational skills.
  • Fluency in English.
