Capability & Development Manager

Lead the Site's overall strategy and objectives for:
Building strategic organization capabilities
Lead the development of culture initiatives aligned to the GSK ‘s ambition on thriving people.
Manage the Site’s administrations to deliver an efficient, effective, and excellent administrative service to site leaders, manufacturing related support and employee welfare initiatives.
The role will provide management, support, and expertise in:
organizational effectiveness and change management when required.
capability standards and development
identify intervention programs to develop the Site capability, culture and excellence in administrative services.
collaboration with institutions of higher education and government agencies and delivery of best practices.
Maintain external benchmark of industry 'cutting edge' practices to improve our processes.
1) Capability
Partner with the Site Leadership Team, SLT, to identify, prioritize, lead and direct a 3-year strategic Capability Development Plan on the core capability requirements and needs relevant for the organization.
Provide Capability Development expertise across the Site and work with Subject Matter Experts to bring intelligent learning to grow the organization.
Be the Capability Development champion and bring the GSK network perspectives, thinking and approaches to the Site to align the Capability Development roadmap.
Be a Learning and Development partner to SLTs and a coach to all Talent including SLTs in a trustful way through insight, constructive feedback, providing support, guidance, and challenge to enable team effectiveness. Build the capability of Line Managers to communicate with and coach their own teams.
Lead the Early Talent programs for the GSK Future Leaders Program (FLP), Singapore Industry Scholarship (SgIS) and the initiatives from Workforce Singapore. Collaborate with other Campus coordinator and the GSK Early Talent team to sustain and drive further excellence in apprenticeships, graduate rotations, and industrial placements/internships.
Drive learning and development needs of the business function to ensure effective site capability building. Deliver training programs, assess learning effectiveness, manage internal and external relationships with outsourced Talent vendors and partners.
Support training delivery either by direct facilitation or by finding training providers (through GSK Talent, L&D CoE) to enable the Site to build capability in both technical and behavioral competencies.
2) Culture and Administration
Responsible for developing and driving initiatives to enhance the Site’s culture aligned to GSK’s Ambition on Thriving People in inspired Team.
Embed GSK’s Culture and Values through various programs and active communication channels.
Drive the Site’s Engagement agenda, leading to the annual GSK Survey and prioritizing the key focus areas to maximize employee outreach.
Support Continuous Improvement and GPS initiative as needed.
Plan and create effective engagement platforms for engaging with and obtaining feedback from employees.
Lead the coordination and plans on administrative procedures and systems to streamline processes.
Ensure an excellent flow of administrative information and organize office activities across the Site to support business operations.
3) Lead a Team of Capability Executives and Administrators and be a Change Leader in aligning the Site’s Strategies with the Team to deliver the business goals and Talent pipeline.
Relevant degree in Engineering
5-10 years experience in Science or Engineering related specialization.
Good understanding of GMP knowledge
Technical background with experience in capability & development area
Experience leading early talent initiatives with higher education institutions
Demonstrated experience in leading teams
Interest in people
Strong Problem Solver
Effective communication & presentation skill
Interpersonal skill
