PURPOSE OF ROLE This role is a pivotal position within the People Services – Payroll Services structure in APAC and will be responsible to oversight and management of payroll operations multiple markets within the APAC region. This role is crucial for ensuring payroll is processed accurately, timely, and in compliance with all relevant regulations, while also driving efficiency and continuous improvement within payroll services domain. The successful candidate will lead a team of payroll professionals, oversee managed services vendor, collaborate with cross-functional departments, and ensure alignment with corporate policies and regulatory requirements.

JOB ROLE AND RESPONSIBILITIES

1. Leadership and Management

• Lead and manage the regional payroll team, providing guidance, support, and development opportunities.

• Establish clear goals, objectives, and performance standards for the team.

• Cultivate a positive and collaborative team environment, promoting teamwork and integration across functions.

2 Payroll Operations

• Managing Payroll’s managed services vendor.

• Oversee the end-to-end payroll processing for multiple markets (Singapore, Hong Kong, Macao, Australia, New Zealand, Guam, Saipan, Thailand, Brunei, Philippines, Indonesia), ensuring accuracy and compliance with local laws and regulations.

• Ensure timely and accurate payroll calculations, deductions, tax withholdings, and disbursements.

• Prepare payroll reports required for internal use and/or submission to relevant authorities (monthly, quarterly, yearly and adhoc reporting).

• Develop and implement standardized payroll processes and procedures across the region.

• Attend to regulatory surveys, audits and system

• Review and ensure payroll procedures are aligned with corporate governance controls

• Assist with preparation of salary and allowances budget and reviews

• Submit employees’ yearly income to tax authorities

• Submit pension/social security contribution 

• Liaise with Data & Reporting team to ensure data is accurate, timely & complete.

• Participate in the implementation of new system.

• Support other financial reporting functions and ad-hoc projects. 3 Compliance and Governance

• Stay current with changes in payroll laws and regulations in each market within the region.

• Ensure payroll practices comply with all applicable local, regional, and national regulations.

• Conduct regular audits to ensure compliance and identify areas for improvements.

4 Systems and Technology

• Manage and optimize payroll systems and software to enhance efficiency and accuracy.

• Collaborate with Global, IT and other departments to ensure seamless integration of payroll systems with other HR and financial systems.

• Identify opportunities for automation and process improvements.

5 Stakeholder Collaboration

• Ensure Work closely with HR, Finance, and other relevant departments to ensure accurate and timely payroll processing.

• Serve as the primary point of contact for payroll-related inquiries and issues within the region.

• Build strong relationships with external vendors and service providers.

6 Reporting and Analysis

• Prepare and analyse payroll reports, metrics, and key performance indicators (KPIs) to monitor and improve payroll operations.

• Provide regular updates and reports to senior management on payroll activities and performance.

7 Reporting and Analysis

• Lead regional payroll projects, including system implementations, process improvements, and compliance initiatives.

• Coordinate with global payroll teams to ensure alignment with corporate strategies and objectives.

SKILLS AND EXPERIENCE REQUIRED:

1 Hands on, functional knowledge in managing payroll operations and managed services payroll vendor.

2 Knowledge of employment regulations, social insurance, and income tax reporting for assigned countries.

3 Minimum of 8 years of experience in payroll management, with proven track record of managing payroll operations across multiple markets.

4 Experience with payroll software and systems, with proficiency in SuccessFactors and Dayforce will be added advantage.

5 Excellent leadership, communication, and interpersonal skills.

6 Strong analytical and problem-solving abilities.

7 Ability to work in a fast-paced, dynamic environment and manage multiple priorities.

8 Client service mentality: able to work with stakeholders, employees and vendors to deliver a positive employee experience.
