Job Responsibilities
The incumbent will support the planning and daily operations of initiatives and programmes within Population Health and Community Transformation (PHCT). He will be expected to engage internal and external stakeholders, including residents and community partners, support projects including budget monitoring, programme-related data analyses, risk management and data governance.
The incumbent will also support system-related work of PHCT, including existing bespoke systems AIP System, iHFL) and NGEMR. He will support the transition and implementation of NGEMR in the community settings for PHCT, and work with key stakeholders to develop appropriate solutions or propose system enhancements to meet users’ needs.
MAJOR DUTIES AND RESPONSIBILITIES
Business Analyst
1. Gather the scope of the operational-related system and technology needs of the various sections under Population Health & Community Transformation (PHCT) Department and interlink them to develop a community system to support the strategies for population health management.
2. Define project plans by analysing the business case, reviewing the user requirements, identifying project milestones, detailing the elements/tasks, forming project team and establishing project budget.
3. Construct workflow diagrams based on the processes and system capabilities and write functional specifications.
4. Enhance the systems by studying the current processes, practices gaps and issues, and gather user feedback to recommend improvements and controls.
5. Manage and monitor project progress by tracking activities, resolving problems, publishing progress reports and recommending actions.
6. Liaise with IT teams and vendors to convey user requirements and troubleshoot system problems, and follow through on the development of appropriate solutions.
7. Facilitate stakeholder meetings and prepare project updates and presentation materials.
8. Support department users in the day-to-day troubleshooting of system problems and ensure timely resolution.
9. Support other system-related work in PHCT where required to support the smooth transition to NGEMR and daily operations of its programmes.
Project Management
Support the operations of PHCT’s programmes (including budget monitoring, programme-related data analyses, risk management and data governance), and engagement with internal and external stakeholders where assigned by the supervisor.
(B) GENERAL
Perform operational and administrative duties, such as generate reports, conduct data analysis, maintain IT assets laptops, tablets, mobile phones), etc.
Support outreach events and other initiatives of the department and coordinate the necessary logistics.
Any other duties as assigned by the department.

JOB REQUIREMENTS
Degree or equivalent in business analysis, information technology or systems engineering education.
Knowledge SQL and basic programing preferred.
Proficient in Microsoft Office, especially in Excel, Visio and Powerpoint.
Good command of spoken English and concise writing skills for documentation, reporting and process modelling.
Attention to details, good communication, interpersonal and analytical thinking skills.
