**Chief Administrative Office - In Business Risk & Control - Vice President**
**Role Description**
This is an intermediate level first line of defense role in the Citi Country Officer (CCO) Office and is responsible for the management of complex and critical in-business controls and governance activities in Citi Singapore. The VP will also work with CAOs and CAO In-Business Risk and Control colleagues in ASEAN countries to share best practices. The VP reports to the Chief Administrative Officer (CAO) and together with the CAO, ensures franchise governance requirements are carried out to protect Citi’s franchise, legal entities, and businesses. Underpinning this is to lead by example in instilling a culture of astute risk management and control mindset with adherence to Citi and regulatory policies and principles. The VP will work closely with all three lines of defense across coverage, product and functions to ensure delivery of agreed services to the franchise. This role is based in Singapore.

**Key Responsibilities**
Franchise Governance
- Be accountable in implementing governance and control requirements by supporting key governance committee meetings which oversees franchise management of strategic and reputational risks, as well as for compliance and operational risks.
- Be the point of contact to prepare and organize governance committees as well as to follow up on actions required, with adherence to the respective charters. Be the lead in preparing materials to update governance committees and boards in accordance with requisite regulatory or internal guidelines.
- While taking ownership of ensuring Citi’s corporate governance duties are carried out, develop partnership across the three lines of defense from across the franchise so that senior management could provide effective oversight for our legal entities and businesses. It is essential for the VP to understand how the franchise functions, where its risks are and to develop the ability to find mitigating controls in partnership with other in-business risk and control colleagues.
- Independently assess current and emerging risks to business activities and develop simple yet more effective processes across the franchise to reduce risk sustainably.
- Engage in strong and effective partnership across the Asia Pacific teams and global Institutional Franchise Management team to ensure effective country governance and that best practices are adopted.
- Support the Governance, Risk & Compliance & Manager’s Control Assessment (GRC MCA) activities for the Country to mitigate GRC risks through consistent risk and control identification, assessment, monitoring and residual risk management.
- Support Legal Entity oversight gaps analysis and roll out of Legal Entity Governance standards.
Strategic Initiatives
- Contribute to strategic initiatives that the CCO leads by collaborating with working group members and contribute to the development of a clear roadmap including milestones, actions and deliverables.
- Implement key change initiatives across the franchise. Provide project management and support in driving change programs by working closely with all stakeholders.
- Support the CCO and CAO in strategic planning, project management and legal entity activities by participating and contributing to management and working level meetings, coordinate input from businesses and functions and act as the lead for assigned projects.
- Prepare accurate and timely performance scorecard summary for CCO on a monthly basis.
Risk & Control
- Independently organize and complete assigned Managers Control Assessment work thoroughly and on-time. While testing work is done, take ownership to raise corrective action plans to ensure sustainable improvements are made to prevent recurrence of issues.
- Manage regulatory engagements including coordination, communications, and required actions with internal and external stakeholders as appropriate.
- Manage audit activities and support the business during audits in ensuring the appropriate risks are reported and actions rectify the risks.
- Proactively advances use of data analytics for analysis of control issues and emerging risks
- Lead a culture of proper conduct, control and adherence to Citi and Regulatory policies and principles.
- Promote a strong personal sense of risk and control culture and create risk awareness across the franchise and drive importance of proactively managing risks and timely escalation.
- Appropriately and independently assess risk when business decisions are made to safeguard Citigroup, its clients, and assets, by driving compliance with applicable laws, rules, and regulations and Citi’s internal policies.
