Senior Commercial Manager

Lendlease Singapore is currently searching for an experienced Senior Commercial Manager with Chinese language skills to join the Project Management & Construction team responsible for the build and delivery of a range of projects. Your responsibilities will include, but are not limited to: Accountabilities: - Limits of authority (“LOA”)_- Put in place measures to ensure all staff are educated and aware of the Business/ Project LOA obligations and be seen to be an active "gatekeeper" of the LOAs.- - Management of limits of authority including guidance and support to the project team.- Head Contract_- Understand and distil for the Project Team, the key commercial and contractual obligations and risks of the Head Contract.- - With the Project Director/Senior Project Manager and/or Construction Director/Senior Construction Manager (and Business Unit where required), develop, agree and implement the project’s commercial, procurement and contractual strategies.- - Establish and maintain all controls required for the effective management of the Head Contract e.g. variation register, EoT registers etc.- - Establish and embed processes within the Project Team to permit the timely notification of potential issues / claims under the Head Contract.- - Prepare and manage the submission of the Head Contract payment claim.- - Manage and/or prepare all notifications required to be made under the Head Contract so as to maximise and / or preserve Lendlease’s entitlement.- Procurement_- Development and/or implementation of, in conjunction with the Project Team, a project procurement strategy including innovative approaches to procurement and supply chain engagements and contracting models to maximize economic value whilst minimizing delivery risks on the project. - Consult and collaborate with the corporate Supply Chain function.- - Develop and inculcate Supply Chain partnerships including identifying suitable bidders for participation in the procurement process. - Ensure the procurement process is conducted in accordance with Lendlease policies and procedures and any requirements of the Head Contract (including LoA approval). - Development of project agreement templates (including subcontract agreements, supply agreements, professional services agreements etc.) in conjunction with the Business Unit.- Subcontract Administration_- Establish subcontractor management documentation / processes and provide training to the Project Team (as required).- - Management of subcontractor and supplier payments in accordance with the contract terms (including any security of payment requirements).- - Review of legitimacy of, and undertake the assessment of, subcontractor or supplier variations in conjunction with the Project Team.- Risk and Opportunity Management_- Development and/or implementation of, in conjunction with the Project Team, a project risk and opportunity register.- - Participation in risk and opportunity workshops (as required).- - Management of commercial and financial risks including the identification and implementation of appropriate mitigation strategies.- Financial Controls and Reporting_- Complete the construction authorisation checklist and seek approval from the Finance Manager to permit downloading and establishment of the budgets in eFinance.- - Develop and manage a project cashflow and turnover forecast (and update as required).- - Develop forecasting and cost control processes / strategy, including the identification of roles and responsibilities within the project team to permit open and transparent reporting.- - Implement cost management and cost reporting process to ensure that projects are managed in a cost effective way.Capabilities: - The individual must be collaborative and innovative and have excellent presentation and communication skills.- The individual should have strong commercial acumen and proficient understanding of all common forms of contract. They must also have the ability to analyse and promote value-add opportunities balancing risk and reward.- The individual should have a good understanding of local and global market conditions to reduce exposure to market trends (supply & demand, escalation, supply chain disruption)- Strong stakeholder management skills are required including the ability to present confidently to external / internal senior management and work collaboratively with internal team members, partners, Client and other project stakeholders. Education & Experience: - Degree educated or equivalent tertiary qualification in a relevant discipline- - Min 15 years post graduate experience in relevant roles
