Singapore TIONG WOON MARINE PTE LTD Full time

Oversees operation of vessels through operational supervision of the marine fleet and crews.
- Work with Admin to highlight vessels due (at least 2-month advance).
- Ensure all trading certs are valid before on-hire.
- Ensure all crews are certified and ready for voyage.
- Attend to vessels daily maintenance.
- Prepare checklist to ensure vessels operational readiness.
- Close out OCIMF - IMO - OVID, OSVIS, SUPO ship audits as required by charterers with relevant reference to OMVSA if needed.
- Brief and prepare Sailing Instructions for Masters on planned confirmed voyages
- Liaise with External Auditors on documents pertaining to the health and safety system and policy on board Tiong Woon vessels and provide information about crew training and certification of competency.
- Monitor fresh Water and fuel consumption and remaining onboard tugs to ensure no fuel fraud / theft and or discrepancy identified.
- Conduct internal shipboard audit prior to class survey and charterers audit inspection for acceptance.
- Ensure proper loading and unloading of crane, trailers and counters weight onto barge for Bukom Job.
- Liaise with client on offshore operations and its safe working procedures.
- Conducts performance assessment of vessels and crews and provide appropriate actions and measures to be taken.
- Implementation and maintenance of marine fleet operational policy - Masters Standing Order (MSO), Standard Operating Procedures (SOP) and Safe Work Procedures (SWP).
- Ensure workplace safety by implementing, maintaining and monitoring the Safety Management System for vessels and care. Include regular safety meetings, onboard visits and inspection and other safety protocols.
- Conducts / oversees post incident investigations to determine root cause of incident and provide recommendations and action plans to ensure corrective measure are put in place to prevent future incidents.
- Ad hoc jobs assign by HOD.

**Qualifications**
- Minimum Tertiary Education (Diploma in Maritime Studies)
- At least 3 years of experiences in marine
- Knowledge of Tugs & Barges preferred
- Relevant certificates in health, safety and environment
