**Business Function**

Group Finance aims to deliver world-class standards in reporting, financial planning and finance processes. We provide insights and analyses that help the bank make sound business decisions - whether in the areas of product development or customer profitability. We also provide capital management, business planning, forecasting, and tax and accounting advisory services.

Corporate Treasury (CT) is a corporate centre function covering asset-liability management, capital management and wholesale funding. This involves formulating, implementing, monitoring and revising strategies to achieve the Group’s financial objectives within its risk tolerance and other constraints.

Within CT, the Wholesale Funding team support the CFO and Corporate Treasurer in the development and execution of initiatives and strategies to manage DBS’s long-term funding as a strategic resource from both consolidated and entity perspectives.

As the Group continues to enhance capabilities in Corporate Treasury (CT), there is a need for a strong individual to lead the CT-COO team to support delivery of Corporate Treasury strategic initiatives. The focus of the role is on (1) formulating strategy for key cross-team initiatives within Corporate Treasury (2) engaging a wide range of internal and external stakeholders, building processes and analytics to support these initiatives and (3) delivering on CT business management processes, such as performance measurement / scorecard-setting (4) delivering on the IBOR transition programme, for which CT-COO is the Group Programme Office.

This unique role provides an opportunity to work on both the market facing execution of wholesale funding / capital transactions and the challenges in driving initiatives and planning to steer Corporate Treasury strategic direction.

**Key Accountabilities**

**Wholesale Funding**
- Lead GMTN and Covered Bond programme updates.
- Lead project management/ co-ordination and execution of transactions (capital/wholesale funding):
a. Lead documentation and internal approval process for new initiatives
b. Analyse risks/ consequences of transactions (from a legal/ tax/ capital/ accounting/ booking model) and ensure all necessary operational requirements are clearly considered, executed and documented
c. Collaborate with various teams/functions within the Bank in ensuring end-to-end process of project is covered
d. Where required engage with external counterparties and advisors to successfully execute transactions
- Drive any ad-hoc projects, investors conversations on DBS credit story, market pricing updates and trade ideation.

**Corporate Treasury-COO**
- Frame and articulate methodology, strategy, or policy options for CT, and conduct analysis, research, and synthesis to do so; advise other CT teams and bank stakeholders on key methodologies owned by CT (e.g. Capital Benefit, Pricing
Engine, etc.)
a. Articulates and frames strategic and policy options in a well-researched, comprehensive yet concise way for senior management review
b. Prepares presentations, policy documents and meeting materials in a way that is concise, comprehensive and clear
- Partner with other CT teams to plan, scope, and project manage initiatives - including data sourcing and management, problem-solving with stakeholders and analytical modeling in a spreadsheet or other database tool (e.g. as product owner of Pricing
Engine, for hedging strategy, etc)
a. Collaborate with CT teams, Finance teams, and teams across DBS to scope and execute key projects end-to-end
b. Generate hypotheses, source supporting data, build analytical models, problem-solve data issues, industrialize analytics and automate reporting
- Deliver on CT business management processes, such as performance measurement/ scorecard-setting (e.g. Value scorecard process)
a. Collaborate with CT teams to prepare senior management presentations (e.g. MAS lunch, directors' briefing notes, etc.)
b. Updates CT value scorecard quarterly and leads integration into overall Group Finance budgeting and scorecard review / scorecard-setting process.
- Deliver on IBOR transition programme, for which CT-COO is the Group Programme Office - coordinate Group IBOR transition programme, including senior management updates, steering committees, reviewing industry conventions, defining technology and process requirements, engaging regulators and industry banks (as the secretariat for an industry-wide workstream)
a. As Group Programme Office, steer and drive IBOR transition requirements across Group Business and Support Units - monitor industry developments, ensure Business Units are executing transition according to regulator/industry timelines
