Singapore is a global hub port and a leading maritime centre. To ensure that ships calling at our port do so safely, they are required to comply with port entry requirements. The ocean-going ships also require services such as fuel (bunker), towing and crew change. These are provided by harbour craft operating in our port.
The Marine Licensing & Permits administers port entry requirements, and also licenses harbour craft operating in the Port of Singapore.
To support our national decarbonisation goals, MPA has already set goals to reduce the greenhouse gas emissions of our local harbour craft, which will entail a full change in the mode of operations of our companies.
Reporting to the Operations and Marine Services Division, you will part of a dynamic team that is formulating policies to develop and promote the harbour craft sector, as well as prepare it to tap on alternative marine fuels in the Port of Singapore, and to diversify our fuel offerings to shipping lines calling at the port.
Your key responsibilities include:
1. Licensing
- Oversee the requirements of manning licence for harbour craft and Powered Pleasure Craft Driving Licence (PPCDL). This is to ensure that all MPA Licensed harbour/pleasure craft are properly manned before a harbour/pleasure craft licence can be issued.
- Develop licensing measures to spur a younger and optimised harbour craft fleet, which would also support implementation of decarbonisation targets for the harbour craft sector.
- Oversee a team of executives to run a 24/7 port clearance operations.
2. Development of policies to support harbour craft companies
- Review policies and programmes to help support manpower development of seafarers for the harbour craft sector. This includes introducing new training programmes and review of existing programmes to ensure effectiveness.
- Work with industry and other Divisions in MPA to update the training schemes for harbour craft crew, to ensure they are up to date with new developments such as the increasing use of alternative marine fuels
- Monitor harbour craft population by vessel type, engine type, etc. to enable MPA to understand trends in the harbour craft industry.
**Requirements**:
You should possess relevant work experience in manpower development work, regulatory policy, or shipping. Seafaring experience would be an advantage, although not necessary. You should also have excellent verbal and written communication skills and possess strong interpersonal skills and demonstrated ability to lead and manage stakeholders. You must be comfortable using MS Excel for basic data collation and analysis. You will also be required to attend to after office hours duties.
