[What the role is]

Singapore is the world’s top bunkering hub, achieving close to 50 million tonnes of sales in conventional marine fuels annually.

As a responsible maritime nation as well as a major bunkering hub, Singapore must ensure customer confidence in the quality and quantity of marine fuels bought here, in order to retain our pole position. We do this through a range of regulatory measures, while also collaborating with the industry to digitalise and decarbonise.

Singapore is also playing its part in the decarbonisation of international shipping by getting our port ready to supply future marine fuels including biofuels, methanol, ammonia and hydrogen.

Reporting to the Operations and Marine Services Division, you will be part of a dynamic team that is formulating and implementing measures to uphold the reputation of Singapore as a safe and trusted bunkering port. This will include developing standards for new fuels as we diversify our fuel offerings to shipping lines calling at the port.

**[What you will be working on]**

Your key responsibilities include:
**1. Operational and technical issues for bunkering**
- Monitor and enforce compliance with bunkering standards for conventional fuels, including carrying out of field inspections at sea.
- Investigate disputes and cases of non-compliance.
- Work with testing laboratories and industry on fuel quality issues.
- Work with other government agencies and industry to develop new initiatives, such as supply of biofuels, digitalisation, introduction of new technology for bunkering, etc.
- Planning and execution of various industry events.

**2. Planning for Supply of Methanol
- Examine the potential of methanol, by monitoring market trends, preferred fuel options of key shipping lines, and technology readiness, and prepare and present reports.
- Develop bunkering standards for methanol, together with industry partners and other regulatory agencies, and liaising with international bodies as necessary.
- Support the conduct of pilot trials of methanol in the Port of Singapore by working with stakeholders and other regulatory agencies.
- Develop a regulatory framework and strategy to operationalise the supply of methanol, to support the growth of bunkering activities in the Port of Singapore, including building up local capabilities in the industry.
- Work with industry, government bodies and international stakeholders to determine the required infrastructure support

**[What we are looking for]**

You should possess knowledge and experience in one (or more) related fields such as maritime policy, engineering disciplines, or sustainable energy. Technical knowledge on marine fuels or ship operations would be an advantage. You should also have excellent verbal and written communication skills and possess strong interpersonal skills and demonstrated ability to lead and manage stakeholders. You must be comfortable using MS Excel for basic data collation and analysis. You must be physically fit to board and visit ships at anchorage.
