**Duties**:
Applies experience and expert knowledge of FAA and UAS policies and procedures to develop, transition, and/or manage new technical and organizational programs in support of the integration of UAS into the National Airspace System (NAS). Supports the development of UTM policies, providing technical assessments and rationale, as well as the development and execution of a UTM implementation plan, specifically developing technical assessments and rationale required for UTM Implementation.
Identifies and resolves challenging problems or issues such as conflicts with draft policies and programs, congressional requirements, FAA/DOT objectives, industry needs, which often cross organizational boundaries and impact on the accomplishment of strategic objectives. Typical assignments may include providing guidance to less-experienced professionals; leading large project/program teams; defining and developing internal policies and procedures; predicting potential issues and proposing preventive action. Designs metrics and measures to consider agency-wide business line criteria designed to gauge success of projects and associated initiatives.
Prepares, reviews, and recommends approval of major reports for internal and external distribution on projects, programs and other work activities. Develops briefings to convey strategic vision or organizational policies to internal and external audiences. Represents the FAA and supporting industry in work-groups that are developing technical standards for UTM. Engages with international partners to support harmonization in the deployment of the UTM to include participation in international work-groups such as the Joint Authorities for Rulemaking on Unmanned Systems (JARUS). Develops presentations to FAA leadership, Federal partners, industry and other stakeholders on the developments in UTM objectives, technical standards, and policies.
Works with senior level officials within FAA to manage information such as proposed policy, strategic plans, and decisions on implementing policies, and requirements associated with new FAA programs and processes that support UAS policies. Structures stakeholder engagement, facilitates communication and relationships, and enhances the effectiveness, through knowledge sharing to ensure the successful completion of UAS integration deliverables. Provides informal and formal presentations to top agency management officials on critical UAS integration objectives. Liaises with industry stakeholders to gather information on industry’s objectives and priorities and inform industry on FAA priorities with regard to UAS integration objectives.
Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as the situation requires.

Specialized experience includes: Experience developing a new program, including identifying/defining goals and outcomes, building consensus among leadership about the need for the program, and identifying and assigning near-term tasks and projects that support the creation, development, execution or sustainment of the program. Experience working on and developing UTM and third party service policy and/or industry consensus standards.
