Program Analyst

**Duties**:
As a PROGRAM ANALYST (TRAVEL OPERATIONS) at the GS-0343-13 some of your typical work assignments may include:

- Coordinating analyses of DoD travel programs business and operational requirements, covering work processes, applicable policies and regulations, and providing recommendations to support long-term DoD travel needs.
- Effectively negotiating with managers and stakeholders for travel systems to gain acceptance and facilitate the implementation of approved recommendations resulting from analysis.
- Developing functional guidance for current and future DoD travel systems, major travel system software changes, problem solutions, ensuring alignment of reservations processes within the evolving requirements of the DoD travel enterprise.
- Developing DoD travel system test plans to adequately test and verify all features of newly developed functionality and/or the verification of identified system issues.

**Qualifications**:

- You may qualify at the GS-13, if you fulfill the following qualifications:
- **Selective Placement Factor Required for this position**:

- Utilizing the Global Distribution System (GDS) such as Sabre or World Span and having an in-depth knowledge of the Airlines pricing and fare rules, lodging, rail, and rental car availability and pricing.

**AND**

You may qualify at the **GS-13**, if you fulfill the following qualifications:

- One year of specialized experience equivalent to the **GS-12** grade level in the Federal service:

- Conducting test planning through test execution and advising on the effectiveness of Travel System testing, with a focus on reservation processing.
- Advising senior leadership, managers, and stakeholders on the implementation of approved Travel System change recommendations.
- Analyzing travel programs, policies, regulations, and providing recommendations to support the strategic direction of travel Systems.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience._
