Lead/senior Lead, Strategy Planning and Analytics

The Singapore Global Network (SGN) is a division in the Economic Development Board tasked to re-energise Singapore’s efforts in building a strong and extensive ecosystem of overseas Family, Friends, Fans (3F) for Singapore. SGN leads the Whole-Of-Government effort to coordinate across agencies and strengthen our collective networks whose skills, affinity and influence could help build linkages to global business and talent communities, and enhance the international mindshare of Singapore as a leading globally-connected city.

The Strategy Planning and Analytics team (SPA) is a process enabling function handling SGN’s corporate strategy, work planning and data analytics functions.

[What you will be working on]

As a Lead / Senior Lead (SPA), you are a strategic planner who works with the team and management to develop SGN’s strategies for community building and diaspora engagement, and steer the development of workplans to achieve SGN’s desired outcomes.

You are also a data analyst who can master the systems, processes and platforms to track, analyse and better SGN’s desired outcomes. Your output will also be descriptive and predictive analytics studies that enable SGN to become more data-driven in its decision-making. You will use data to help management address corporate issues and priorities.

**Responsibilities**:
- Strategy Formulation and Execution- Conduct analysis and needs assessment of SGN’s strategic priorities to identify areas of improvement and opportunity- Recommend programmes and products that SGN should strategically consider developing and strategic enhancements to SGN’s customer experiences and services- Translate strategies into OKRs, jobs to be done, problem statements- Corporate Planning and Performance Management- Track and review SGN’s corporate KPIs and performance against corporate strategies against a set of goals and metrics- Investigate and uncover issues that cause performance gaps, recommend intervention measures to address said gaps- Identify and assess operational risks to determine impact to SGN’s objectives- Administer secretariat duties for SGN’s Steering Committee and coordinate thrice-yearly meetings of senior public sector leaders- Data Analytics and Data Quality- Identify data sources and data transformation / data cleansing required to meet SGN’s business needs for monitoring or analytics purposes- Design and develop data reports and dashboards to help SGN’s management and ops teams understand and interpret data- Determine and implement advanced analytics techniques (e.g. descriptive vs predictive, supervised vs unsupervised learning) to use on assigned analytics project- Investigate data issues stemming from business process and work with data owners and SGN business ops teams to rectify data quality issues- Share data management and exploitation expertise with SGN organization and staff and advocate for good data management practices

[What we are looking for]- At least 2 years of relevant work experience in a strategic planning and/or data analytics role- Excellent analytical and conceptual thinking skills - able to structure analysis for complex issues, using quantitative data to distil insights and recommend solutions- Experience in quantitative analysis, economics, geographical/industry research, strategic planning or related areas will be an advantage- Experience or familiarity in data engineering and Python/SQL programming would be an advantage- Possess an understanding of the possibilities and limitations of digitalization and data- Ability to succeed in a matrixed environment, manage multiple workstreams and influence adoption of new thinking- Excellent written and oral communication skills- Good team player and an independent thinker
