**What the role is**
- Senior Manager, Budget and Estab Management, Resource Planning Division (2-year contract)
**What you will be working on**
- Secure, prioritise and allocate financial and manpower resources to ensure that SSG’s overall strategies and objectives are achieved in the most efficient and effective manner. 1. Plan, prepare, secure and allocate budgets of the various funding sources -Conduct annual budget exercise and mid-year budget reviews -Draft submissions to seek budget approval from central agencies and internal authorities -Evaluate requests for additional budget that exceeds divisional allocated budget -Compile and analyse expenditure and budget statistics -Perform sensitivity analysis and long-term budget forecasts -Liaise with external agencies and internal divisions on budgetary matters -Draft submissions and responses to external parties on budgetary matters -Perform secretariat duties for Strategic Budget Review and Allocation Committee (SBRAC) 2. Plan, secure and allocate manpower resources -Evaluate establishment requests from Divisions -Draft submissions on recommendations to internal authorities -Review establishment and staffing position status in consultation with the Human Resource Division -Draft submissions to secure additional establishment from MOE -Liaise with external agencies and internal divisions on establishment matters -Draft submissions and responses to external parties on establishment matters 3. Formulate policies related to budget management -Review the budget management framework -Develop policies/strategies on budget management 4. **What we are looking for**
- Tertiary qualification -3 - 7 years of relevant work experience in Public Sector -Proficient in Microsoft Excel and Powerpoint -Proficient in numerical calculation and presentation -Possess strong analytical and critical thinking skills -Possess understanding of manpower planning and establishment considerations -Possess understanding of budget planning and financial concepts -Able to work independently and in a team setting
