**What the role is**
- SENIOR MANAGER, PLANNING, LEARNING OFFICE
**What you will be working on**
- The Learning Office (LO) for LTA aims to uplift the capabilities within LTA as well as industry players (public transport operators, engineering consultants, architects, qualified persons etc) that interface with LTA. You will head a small team of officers in LO to shape the organisational learning culture, and transform the learning experience of LTA officers and its industry stakeholders, so as to support future workforce and industry needs. Your responsibilities include: - Review and set out strategies/policies that encourage LTA officers and industry stakeholders to develop capabilities to transform their work to be agile, lean, and inclusive. - Collaborate with different Groups/divisions within LTA to identify needs and obstacles; and formulate learning strategies that are integrated with business considerations and LTA’s transformation objectives. - Promote organisational learning culture, e.g. through organisation development and design initiatives and adoption of best practices such as workshops, online webinars, peer learning and communities of practice. - Set up metrics and employ data analytics to track effectiveness of organisational learning/training efforts and learners’ satisfaction, towards improving future programmes and interventions. - You may also be involved in the design, development and organisation of learning experiences.
**What we are looking for**
- Requirements: - Tertiary qualification in relevant discipline, e.g. Business, Human Resource - At least 7-10 years of relevant work experience in the design of policies and interventions to encourage learning and development, with a strong interest in domains of learning, leadership, and organisation development, and familiarity with such theories and frameworks. - Strong analytical and systems thinking skills, with keen ability to grasp issues and acquire knowledge in new domains, and analyse multiple sources of information and data to derive insights for strategy formulation. - Working knowledge of learning needs analysis, curriculum design, and programme evaluation, would be a bonus - Self-motivated, proactive, meticulous, and resourceful. - Excellent communication skills and able to engage and work across a wide range of stakeholders (e.g. decision makers, industry players, vendors). - Ability to handle pressure and ambiguity. - Collaborative and a good team player.
