SENIOR DIRECTOR / HEAD, PUBLIC SECTOR

Division: Kantar Public

Sector focus: Government, Government Linked Corporations, International Non-Profit Organizations, Academia

Coverage: Singapore

Purpose of this Role
- Grow our evidence-based policy advisory business for government and the public sector in Singapore.

Role:

- Business leader - Develop and implement strategic plans for optimized growth and productivity. Seek out opportunities for expansion and growth by identifying new investment areas and developing new business relationships. Uphold standards of excellence and soaring quality.
- Financial growth - Develop winning proposals and oversee big scale projects (hands-on). Responsible for meeting and monitoring the team’s financial targets, including expected revenue and performance.
- Client engagement - building and strengthening new and existing client relationships through your connections to be the trusted adviser with a client first approach.
- Thought leadership - Advocate and represent the company in various public speaking forums and functions.
- Team management - Review and improve business and organizational effectiveness by developing processes, overseeing employees, establishing a highly motivated work environment, and creating innovative approaches for improvement. Provide guidance and feedback to help others strengthen specific knowledge/skill areas
- Expertise - Strong expertise of our specializations (behavioural insights, brand and communications, policy development and evaluation, data analytics, etc.) and mixed research methods approaches. Innovate and develop an end-to-end offer to address all the issues across the policy making cycle.

Daily and Monthly Responsibilities
- Oversee day-to-day business operations, assigning monthly business performance goals and assuring their completion, while accomplishing your own goals
- Regular client engagements to strengthen relationship and sales conversions
- Recruit, onboard, and train high-performing employees to achieve sales, profitability, market share, and business plan objectives
- Maintain project timelines to ensure tasks are accomplished on time
- Develop, implement, and maintain budgetary and resource allocation plans
- Delegate responsibilities to the best employees to perform them while enforcing all policies, procedures, standards, specifications, guidelines, training programs, and cultural values
- Resolve internal staff conflicts efficiently and to the mutual benefit of those involved
- Expertise: More than 20+ years of proven track record in policy consulting advisory for public sector (behavioural insights, brand and communications, policy development and evaluation, data analytics, etc.) in Singapore (added advantage if includes Southeast Asia). Strong mixed method research understanding and able to advise on the right approaches.
- Experience: Proven track records in setting up, managing, and growing a business unit. Strong familiarity with social issues eg. sustainability (beyond environment), social compact, arts and heritage, tourism, health, education, transport, manpower, environment, etc. Proven experience in a managerial and commercial role with at least 30+ full-time employees.
- Education - Master’s in business management, public administration, political science, economics, or related field.
- Business leader - will be an energetic, motivated and experienced team leader capable of developing and implementing strategic business plans, overseeing a team and building relationships with internal and external stakeholders. Proven ability to develop and maintain financial plans. Strong decision-making and senior client engagement capabilities.
- Business generation - will have a strong track record of business development in public sectors and proven ability to drive business growth within a team. Commercially driven with strong client connections from the public sector.
- Policy knowledge - will ideally have existing knowledge (social issues eg. sustainability (beyond environment), social compact, arts and heritage, tourism, health, education, transport, manpower, environment, etc.) and established relationships within the public sector and a commitment to delivering high quality and impactful research in this area.
- Communication skills - excellent communication and interpersonal skills, able to influence and operate effectively in a complex, client facing organisation. A team player, with a ‘can do’ attitude. Solid public speaking, C-suite level moderation and workshop skills.
- Personal attributes - a high level of energy, stamina and action orientation. Able to work under pressure, with the credibility and resilience to challenge and be challenged.
