Singapore Home Team Science and Technology Agency (HTX) Full time

**What you will be working on**
- Heads the fronting of collaboration with internal customers, external agencies and international partners at senior levels (DDs and above)
- Lead multiple teams to manage relationships with strategic, internal and external stakeholders to gather requirements and to translate user requirements to high level solution & design, with alignment to S&S CoE strategy and roadmap
- Drives the sense-making and surveillance (S&S) masterplans for the Centre of Expertise in guiding and supporting the Home Team Departments and HTX Programme Management Centres in delivering S&S projects and plans to achieve MHA’s strategic objective.
- Takes charge of the S&S architecture programme comprising the S&S enterprise architecture, standards and guidelines and MHA projects portfolio supporting the Home Team Sensors and Sense-Making Master Plan
- Key gatekeeper for all Approval Submissions that are S&S related to ensure optimising of resources, cross utilisation of readily available S&S technologies (COTS and in-house developed);
- Responsible to level up S&S competency of the HTDs as part of scaling up S&S capabilities to whole of MHA.
- Work closely with multiple product managers from different project teams to plan sessions and coordinate resources allocation
- Evaluate requirements for new projects and conduct prioritisation, help agencies scope out their use case and work out the accounts, tools and services needed by the agencies

**What we are looking for**
- Bachelor’s/Master’s/PhD degree in any of the following: Engineering, Computer Science, or relevant areas
- At least 10 years of relevant professional work experience relating to Technology, Engineering, Stakeholders engagement across all levels.
- A proven track record of people management and being able to develop individuals’ careers and motivation to achieve team’s outcomes
- Having domain knowledge in Homeland Security sector will be an added bonus
- Self-motivated
- Able to translate strategy into implementation
- Clear headed under pressure
- Has high level of integrity
- Possess excellent communication and interpersonal skills

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
