**Key Responsibilities**:
- Conducts Learning Needs Analysis for the company, with learning interventions appropriately designed and deployed
- Manages enterprise-wide learning programmes, including general management, leadership development, Professional Conversion Programme, Earn & Learn, IPP programmes
- Responsible for smooth operation of the enterprise Learning Management System
- Introduce technology-enabled and micro learning modules into the L&D framework
- Responsible for ensuring effective leverage of grants and subsidies offered by the Singapore Government
- Supports and implements processes and programmes in support of learning and development and talent management strategy for Group HQ support functions
- Assist to coordinates and administers talent management programs according to defined strategy and plan, including the creation and delivery of key deliverables, talent reports, communications, learning materials, and other support resources.
- Partners with the business through talent partners in the implementation of talent actions - rotation, assessment, development, and succession planning.
- Assist with matters pertaining to top talent development, including mechanisms, frameworks and communications platforms.
- Assist to roll out of Employee Engagement surveys and initiatives with guidance from talent partners
**Requirements**:
- Bachelor’s degree, preferably in Organisation Development, Organisation Behaviour, Psychology, Human Resource Management or related field
- At least 7 years of experience in people development function, talent management and/or strategic HR business partnering
- Experience in designing and leading onsite and online L&D initiatives
- Experience with owning business outcomes for L&D initiatives
- Experience with talent partnering, talent management methodology, tools and technology
- Proven ability to get things done in a highly matrixed and relationship-based organization
- Proven skills with managing multiple projects in a rapidly changing environment and the ability to work to tight timescales
- Comfortable with 1:1 engagement with senior level leaders and the ability to communicate with all levels of employees.
- Pro-active, quality conscious, attentive to details and results-oriented.
- Able to work independently and collaborate across teams to deliver results under tight timelines
- Highly proficient in Microsoft Office and Excel spreadsheet
