Singapore ANGLO-EASTERN TANKER MANAGEMENT (SINGAPORE) PTE. LTD. Full time

To oversee navigation standards for the AETMS fleet. He is responsible to initiate independent random navigational reviews across the fleet using suitably qualified External Company to conduct audits/ VDR reviews based on set KPI.
- To ensure that internal audits are carried out on time both on AETMS fleet vessels and Office. He is to ensure that reports are circulated internally and to vessels promptly and to ensure proper closeout of the same is carried out. Verify office internal audit observations are closed out in time.
- Formulate and initiate training programs for personnel ashore and on-board regarding safety and environmental protection.
- Coordinating with oil majors for conducting TMSA reviews of office and preparing close out reports.
- Arranging incident investigations and finalizing incident reports for internal circulation.
- Monitoring and reporting internal QHSE related KPIs.
- Maintain Accident/ near miss accident report data for AETMS fleet and review same.
- Coordination and supply of relevant regulations to onshore management.
- Follow up on forthcoming changes in rules regulations and conventions, monitor date of entry into force and possible consequences such changes may have.
- Assist all departments in matters concerning quality and safety.
- Assist in management review and evaluation of Quality system, internal and external findings, master’s review etc. conclusion and recommendations of the review forwarded for management action.
- Coordinating and arranging quarterly MR meetings in office.
- To ensure masters reviews are timely carried out and actioned upon.
- Ensure that training requirements are identified and implemented across the fleet and office.
- To plan and conduct safety seminars ashore. Coordinates MOC processes within the office and ensure that the records are maintained.

**COMMERCIAL OPERATIONS & PRE/POST FIXTURE MANAGEMENT**
- Pre/Post Fixture Management including calculation of Freight & Demurrage and raising Invoices as required by owners.
- Handle and follow-up on Freight accounting matters. Sanction LOI’s & handle B/L matters on Owner’s behalf.

**VOYAGE MONITORING**
- Ensuring charter party, freight contract, etc., obligations are fulfilled
- Taking appropriate measures to safeguard Owners' interests ensuring ship's documentation under responsibility is in order and regulatory requirements are met.
- Issuing warnings and cautionary notices to the ships appropriate to their voyages or trade Providing appropriate guidance and assistance to the Operations staff to ensure regular, timely, monitoring of the vessel and adherence to Company Policies & Procedures

**SHIP VETTING & TMSA**
- Maintain record of vetting inspections and to arrange oil major inspections and co-ordinate replies to them.
- Vetting Inspections KPI & Review of Vetting Inspections and information. TMSA Verification records, time frames and targets.

**SHIP SECURITY**

Oversee Security responsibilities allocated to the Operations Manager.

**RESPONSIBILITIES FOR FPD**:
Oversee the liaison function with AE FPD departments

**Experience required**

Minimum 2 years as Master of - Oil tankers - Aframax, S Max, VLCC and/or MR (Oil/Chem)

Minimum 3 years of work experience ashore as QHSE/Operations manager, Oil tankers
