QA & Vetting Head

QA (HSSQE) & Vetting Head reports directly to Senior Manager (SM) or General Manager (GM) Fleet Operations.
- Hold the position of DPA and reports directly to Managing Director (MD) on breach of HSSQE matters.
- Establishing, communicating, deploying and maintaining of Company’s Health, Safety, Security, Quality and Environmental related policies and procedures; including the preparation and maintenance of relevant supporting documents, and the provision of training as required.
- Ensuring the companies compliance with relevant flag state/ class approvals/ IMCA, ISO 9001/14001/45000 QMS and Health, Safety, Security and Environmental requirements through formal/informal and internal/external audits and leading the Audit Program.
- Implementing, maintaining, reviewing of Company’s Safety Management System work manuals and procedures, including maintenance of HSSQE related certifications and local regulatory requirements.
- Plan, organize and take lead to drive safety initiatives and promote safety culture within the company and sub-contractors.
- Take lead to conduct vessel safety audits/ inspections to ensure compliance to legal legislations and organizational requirements. Ensure all appropriate investigation of discrepancies, error, complaints, failure, or findings are properly closed, documented, and communicated.
- Lead the Quality Assurance Committee (QAC) for quarterly meeting and Management Review (MR) annually. Submit the reports for SM & MD’s review and comments.
- To prepare and supervise the programme of Internal & External Audits within the office and for the fleet. Monitoring the timely implementation of all drills and audits of the Company and the managed vessels and ensuring the audit results are reported to the SM & MD.
- Lead the incident investigation team and prepare concise investigation reports in accordance to the regulatory and industry requirement.
- Develop effective communication materials and collaterals (include but not limited to safety messages, advisories, campaigns, posters, etc.) for fleet outreach and learning.
- Ensure proper maintenance of policies and procedures for office facilities.
- Supporting the Crewing, Vessel Operations, Technical, and Insurance departments in safety related matters, including interface with clients, underwriters, industry organizations and regulatory authorities.
- Lead the Emergency Response Team and conduct annual office/ship drills.
- Managing the HSSQE reports required by major oil companies and charterers.
- Manage Company’s tanker fleet’s vetting issues ensuring that the vessels are always maintaining a valid SIRE approval and when required a valid CDI approval as well. Maintain
- Company’s managed Bulkers to meet Right Ship vetting requirements.
- Ensure tanker vessels SIRE validity are meeting ‘Charter Party’ requirements so that vessel will not breach the ‘Charter Party’ clause under “vetting” requirement barring company policy limitation.
- Ensure effective close out of all non-conformances, observations and deficiencies resulting from SIRE inspections.
- Reporting to the SM and CST Management periodically on the vessels’ vetting status, planning and progress including any on-going issues if in case of any difficulties encountered that may cause rejection by either Charterers or the Pool partners operating the respective vessels
- Leads the communication with major oil companies on a regular basis checking Company’s MR ratings and approvals.
- To maintain and update quarterly KPI on vetting and tracking of vessels’ performance versus set targets until the final Management Review on overall vetting performance.
- Keep the ship owners updated with fleet vetting plan and status periodically as required by the owners.
- Ensure vessel screening requirements from major oil companies (MOC) and charterers are attended on timely manner for vessel to be approved for business.
- To carry out pre-vetting exercise for the fleet and to attend SIRE inspections with the appointed inspector.
- To update and share with the fleet on SIRE findings to prevent recurrence.
- Manage all aspect of commercial operations to ensure safe delivery of cargo and services. Lead and provide suitable strategic direction in commercial operations to complement and support Charterer/Owner’s business objectives and strategy.
- Manage Company’s tanker fleet’s vetting issues ensuring that the vessels are maintaining always a valid SIRE approval and when required a valid CDI approval as well. Maintain Company’s managed Bulkers to meet Right Ship vetting requirements.

- Amend, delete or introduce procedures in the Company’s Safety Management System as recommended by the QAC and approved by the Managing Director and/or General Manager.
