Position Objectives

Manages the portfolio of Technology projects and associated governance processes. Develops and adopts best practice and tools to provide insights into pipeline and ongoing activities and their alignment with Chubb’s strategic goals.

Owns the strategic and annual planning of South East Asia’s portfolio of change. Manages all project governance processes and forums which promote risk and opportunity lead decision making and reporting.

The position will also be responsible for managing complex projects, where required, and updating senior stakeholders with the project progress. The role involves proactively managing schedules, resources, cost, and quality of the project. The position leverages technical knowledge, best practices, and organizational dynamics to mitigate issues and risks.

Reports to Head of Asia IT.

Key Responsibilities - Portfolio Management
- Works with the Portfolio Management team to development, maintenance, and continuous improvement of
- Project financial management principles and practices
- Project reporting processes and standards
- Demand and prioritization processes as they relate to projects
- Owns the adoption and appropriate usage of Chubb’s mandated project tools for demand management, prioritization, resource management and utilization. (Clarity, Jira, Confluence etc)
- Owns all South East Asia project governance forums and processes. Including Build Permits & Cloud Governance.
- Works symbiotically with the Project Management & Scrum Master practice leads to develop processes and protocols, focused on project execution, that work in harmony with the needs of the portfolio management team.
- Leads deep dive project reviews to support projects in resolving major issues and mitigating major risks.
- Manages all intelligence associated with the portfolio of technology change and provides insights to stakeholders as required.
- Works with other Portfolio Management teams across Chubb to identify and adopt best practices and unified, predictable processes.
- Owns the delivery of all aggregated project reporting and ensuring that the PM community is carrying out necessary project reporting to agreed standards.
- Contributes heavily to adhoc, annual and strategic planning through proactive engagement with business and IT stakeholders to develop a deep understanding of immediate, and long-term demand. Analyses project risks to identify common trends throughout Chubb’s portfolio. Works proactively with appropriate stakeholders to communicate and mitigate those risks.

Key Responsibilities - Project Management
- Manage multiple complex IT projects
- Establish and manage project plan across the dimensions of schedule, cost, scope, and quality
- Use disciplined project management methodology and standard SDLC templates to define scope, develop project plan and execute projects
- Identify and gather the resources to complete the project
- Set priority, allocate tasks, and coordinate with project staff to meet project targets and milestones
- Understand logical dependencies, identify critical path, communicate, and escalate key tasks to team members accordingly
- Proactively identify variances to plan and work with stakeholders to formulate appropriate mitigation plans
- Use established processes to solicit and document project risk
- Understand the technical aspects and desired business outcomes of the project to anticipate issues while driving results
- Track and record all expenses or costs incurred, including capital expenditures and labor costs
- Provide leadership and decision-making support by establishing project governance
- Review the project schedule with senior management and all other stakeholders that will be affected by the project activities and make updates as required
- Communicate effectively with cross-functional partners, key stakeholders, and external customers as needed on status, risks, and accomplishments to ensure alignment with the overall project goals

Required Skills & Behavior
- Experience compiling and working with aggregated data pertaining to demand, strategic alignment and risk.
- Excellent understanding of Project Management methodologies, including PMBOK/Prince 2/PMI and how Portfolio Governance operates in an Agile framework.
- Practical experience of running large complex programs of work, preferably within the financial sector.
- You will have a commercial outlook focusing on driving outcomes which make commercial and strategic sense.
- You will be pragmatic - whilst focusing on best practices will employ tools and processes necessary to achieve Chubb’s goals.
- You will be trustworthy and have exceptionally high integrity.
- You will be able to communicate at all levels of the organization, from the boardroom, to the development centers.
- You will be able to build solid relationships with IT and business personnel and will use your exceptional influencing skills to enhance the reputation of the broader Technology Tea
