Qhse Officer

**Job Purpose & Objectives**:

- Reports to the Managing Director for all Projects Activities in country assigned.
- Comply with HSE rules and regulations and legal requirements
- Development and implementation of hazard identification and risk assessment strategies to reduce the risk across the country offices operations to ALARP.
- Investigate accidents, high potential near misses with the view of making recommendations to prevent recurrence.
- Ensure HSE requirements are communicated on the project, verify compliances by all appropriate means like; Meetings, site HSE inspection, audits and monitoring HSE plan execution.
- Maintain a daily working relationship with the HSE team, line management, subcontractors & client in relation of their respective compliance with HSE policies, procedures and legal requirements.
- Plan and Manage QHSE department as a head of the department.

**_Main Responsibilities: _**
- Implement and update QHSE management systems (ISO9001:2008, IS0 14001: 2004 & OSHAS 18001:2007 including the maintenance and control of all QHSE-related documents
- Responsible for periodic ISO and safety audits and ensure compliance of QHSE management systems and existing SOPs
- Ensure activities meet with and integrate with organizational requirements for quality management, health and safety, facility management, legal stipulations and environmental policies.
- Enforce relevant HSE regulations, safety rules and regulations of Company and risk management and ensure preventive and corrective action plans are in-place to rectify any QHSE issues
- Conduct QHSE meetings periodically to review QHSE performance and issues.
- Act as the QHSE representative for the Company QHSE meetings / events and towards customer and drive corporate initiated QHSE activities
- Promote QHSE awareness within the Company conduct Safety Induction Training to new staff and visitors and co-ordinate QHSE training courses
- Plan and manage QHSE department as a head of the department
- Plan and conduct internal audit different supply bases
- Responsible for reporting to management on the performance of the QHSE management system
- Responsible for ensuring the promotion of awareness of safety requirements.
- Involvement and participation in pre-qualifications, bids, contract reviews, project management and customer feedback analysis.
- Responsible for ensuring effective QHSE objectives and targets are set for the region which enforces company policy.
- Responsible for measurement and analysis of QHSE parameters and data required for effective continual improvement.
- Responsible for improving the safety culture within the organization by using tools such as safety Initiatives, hazard observation card, mentoring, etc.
- Preparing, implementing and maintaining the company QHSE internal audit schedule.
- Organize and maintain the site ERP procedures, drill and monitor and its effectiveness and improvements.
- Provide advice to management and supervision within the assigned assets or locations on QHSE regulatory compliance and applicable industry practices.
- First line in emergency response; lead in all accident reporting.
- Liaise with client and regional offices to establish effective communication
- Complete review and responsible establishment of integrated management system

**Technical Skills**:

- (e.g. finance and accounting skills, HSE management, etc) _
- At least Degree / Diploma in Environmental, Occupational Safety & Health or Engineering discipline.
- At least 5 years of relevant work experience in QHSE and well-versed in WSH regulations, OHSAS 18001:2007 and Code of Practices.
- Knowledge of the functionality and implementation of QHSE in the marine oil and gas industry preferred.
- Possess excellent interpersonal and communication skills and able to conduct effective presentations and safety trainings.
