DESIGNATION : Executive, Administration and Procurement

RESPONSIBILITIES

Montfort Care is looking to hire an Executive responsible to manage full spectrum of administrative matters including but not limited to procure-to-pay operations, ensuring processes are in accordance with strategies, policy and procedures.

**Key Role Descriptions/Responsibilities**:

- Develop and implement appropriate processes related to the administration and procure-to-pay strategies for the organisation, and be involved in the sourcing, invitation and monitoring the timeline for evaluation of suppliers' submissions
- Develop the administration & procurement policy and work processes with efficiency and controls in mind, and conduct periodical reviews to ensure its relevance to the organisation and regulations
- Support and manage the day-to-day administrative and procure-to-pay support and operations, annual bulk contracts tender, analysis of spending pattern, review approved vendors list, audits and etc
- Advise end users on all administrative and procure-to-pay matters, and provide expertise and analysis to management on administrative and procurement matters, and compliance with strategies, administration and procurement policies and procedures and regulations
- Ensure end users' compliance with strategies, administration & procurement policies and procedures and regulations
- Ensure there is segregation of duties from approving the purchase up to the award by the appropriate approving authority
- Act as the point of contact between suppliers and users' division/department to handle all administrative and procure-to-pay queries and clarifications to ensure a fair and transparent process
- Provide full spectrum of the procurement and contract administration services for the goods and/or services contracts required by the organisation
- Work closely and collaborate with internal divisions/departments such as Transformation & Operations, Governance, Risk and Compliance to identify potential opportunities for sourcing and process efficiencies, benchmarks and alignment, and improvements
- Any other duties as assigned

QUALIFICATIONS

**Key Requirements/Qualifications**:

- Diploma / Degree in any discipline, preferably in procurement or supply chain (CIPS certified)
- Minimum of 3 years’ experience in the scope of work described would be preferred
- Customer-centric, responsive to stakeholders and has strong sense of urgency
- Well versed with strategic sourcing and purchasing processes
- Involved in administration, sourcing and procurement operations management, driving successful process improvement and system implementation
- Able to work independently and proactively resolve issues within established parameters
- Advantageous with prior experience in non-profit organisation
