Regional HR Manager

Our client is a renowned MNC operating in the Electrical and Electronics Manufacturing industry. They are now looking to hire a Regional Human Resources Manager (SEA). This role will support the Human Resources Director, Southeast Asia in regional HR initiatives and projects, with main objective in standardization and automation of HR systems, policies and processes across Southeast Asia offices.
In addition, you will provide guidance and support to managers and employees on all HR related matters.

**Some of the key responsibilities will include**:
HR Management
- Act as an HR business partner to Country Manager and Department Managers
- Develop and implement HR policies relating to employment, labor and employee relations, wages and salaries, administration, developing and training, placement, benefits and employee services
- Responsible for performance management and execution of policies, projects driven by Regional or Group Headquarters
- Provide continuous leadership and guidance & development to HR Team to ensure continuous internal growth and career progression
- Responsible for preparation and submission of all HR Reports, including to Group HQ
Recruitment & Selection
- Develop and implement Recruitment & Retention strategies and work with Country Manager and Hiring Managers to understand organizational talent needs and be involved in the Recruitment process
- Ensure job advertisements are placed at the right channels to attract the right talents and ensure compliance with local legislation requirements
- Review and revise the job advertisements on a regularly basis to ensure in-coming responses
Learning & Development
- Develop and implement Annual Training Plan in consultation with Country Manager and Department Managers to build competencies and meet business needs
- Leverage on internal/external training networks on best practices and tap on local funding if possible
- Keep updated with industry best practices and new developments in the area of training and development
- Develop and implement effective training and development roadmap locally, ensuring continuous learning and development
Compensation & Benefits
- Leverage on internal/external networks on the best practices and advise Country Manager if current remuneration and benefits is competitive
- Responsible for Annual Budgeting exercise and related monthly budget variance reports
Employee Engagement
- Enhance working relationship between Management and Employees via different employee engagement & continuous improvement programs
- Handle grievances & resolve conflicts & negotiate agreement by working closely with the management, employees and HR
- Conduct employee communication & feedback sessions
- Provide counseling and assistance to employee on issues related to employment problems
Projects
- Drive and implement new HRIS project for SEA, custodian of project.
- Play a key role in the planning and implementation of the new HRIS, including the establishing and executing of the project management plan from tender, approval, pre and post implementation
- Partner with Partners and all stakeholders (including vendors) to deliver solutions
- Provide expert support to stakeholders where required on training, report generating etc.
- Integrate all countries under SEA into one regional HRIS system (Payroll focus)
**To be eligible for this role you will require**:
- Minimum Bachelor’s Degree in Human Resources Management, or related field
- Possess at least 8 years’ direct experience, with 3 years at managerial level
- Preference from a Manufacturing industry with experience dealing with foreign workers
- Prior experience in HRIS implementation (payroll focus)
- Good knowledge of employment laws in more than one country, statutory requirements and HR best practices
- Proven experience in policy development and implementation
- Hands-on Generalist with a can-do attitude, coupled with strategic skills to participate in plans/discussions with leaders
