Assistant Director, Youth Preventive Dental Service

You will be a part of HPB’s Youth Preventive Dental Service (YPDS) to support the Heads of Department of Student Dental Centre (SDC) and School Dental Service (SDS). He / She oversees the smooth functioning of the operations of School Dental Centre and the off-site school and mobile dental clinics, takes the lead to strengthen processes and procedures in key areas such as administration, finance, procurement, vendor management and customer service to achieve the delivery of effective, efficient and quality oral health care services to the school children.

**What you will be working on**
- As a key member of HPB’s Youth Preventive Dental Service, the key responsibilities include: Operations Function - Lead initiatives in the strengthening of internal controls at SDC to ensure quality assurance - Identify and implement approaches to resolve operational inefficiencies to achieve greater productivity - Work closely with Strategic Operations team and other departments in YPS to drive alignment and consistency in approaches to optimise operation resources - Supervise clinic manager in the efficient daily operations of the SDC, to ensure quality service and customer satisfaction - Oversee the daily handling of clinic enquiries and feedbacks, manage or escalate complex cases to HOD - Drive the design and set up of the new SDC at Elective Care Centre (ECC) - Be the liaison officer with MOHH and the Architects and prepare funding papers to MOH to equip the new Centre - Assist HOD on staffing & operational needs Administration & Procurement Functions 1. Manage YPDS Asset Management Portfolio - Oversee the YPDS Business Asset Tracking Specialists (BATS) to ensure assets are tracked and managed in a timely manner to ensure efficient operations at over 200 static and mobile dental clinics and the Student Dental Centre. - Review and implement appropriate system to track movement of assets and conduct periodic asset review - Co-ordinate with Strategic Operations team to ensure regular inventory audit of assets 2. Manage YPDS Procurement Portfolio - Prepare Development Papers for dental clinics upgrading and replacement of equipment - Through adequate research and understanding of landscape, craft convincing proposals which includes funding and procurement to meet operational needs - Manage the procurement processes, including the development, review, and award of tenders in accordance with HPB’s policies and procedures - Develop vendor contracts to meet operational requirements - Maintain strategic supplier relationships and contract management for smooth & timely delivery of goods and services for SDC & SDS - Implement and monitor risk mitigation processes to minimize service disruptions - Implement a monitoring system to measure and evaluate contract and supplier performance and compliance Finance and Budget Management 1. Manage the Division’s budget paying close attention to capital and operating expenses 2. Perform the role of a Budget Manager: - Prepare annual budget and forecast expenditure for SDC and SDS - Prepare monthly financial reports of Division and the Departments - Be analytical and follow up on Budget failures - Initiate online budget amendment request 3. Perform the role of GR Officer: - Create receipt for assigned Cost Centre - Perform Goods Receipt in Workday for system to match the invoice against PO and Goods received for efficient payment - Run and view standard reports for assigned cost centres - Oversee the Department Workday Account Payable Data Entry Specialist (APDES) 4. Supervise and guide team in tracking and monitoring POs 5. Prepare Proposal Papers to review and revise the ‘Fees Table 6. Liaise with HPB Finance for its submission to MOH 7. Answer to queries from management and MOH in consultation with HOD of SDC Team Management - Supervise about 7 administrative executives to provide effective and timely support to the daily function of SDC and SDS - Coach and develop direct reports and manage the team for continuous improvement and monitor progress - Identify and nurture potential team leaders

**What we are looking for**
- Join us if you are a self-motivated individual with a strong desire to excel and has at least 12 years of working experience, preferably in operations management, finance and administration in a healthcare institution/agency. You should also possess: - A recognised degree qualification - Good analytical and strategic thinking skills - Good communication skills, verbal, written and presentation skills - Firm and decisive
