As Executive/Senior Executive, Island Services & Facility Management, you will be a key member to provide the administration support, manages, tracking and management of procurement services for the department. This includes driving show excellence and implements appropriate initiatives.

Duties & Responsibilities
- Manage entire end-to-end process for Island Operations’ procurement from reviewing of specifications, engaging users, performing tender evaluation, writing approval papers, seeking approval from relevant approving authority, data entry and documentation etc till award of tenders.
- Responsible to review documents such as specifications, T&C of Contracts for compliance to government procurement policies, controls etc with risk management component.
- Responsible to perform Contract Management such as supporting users in all issues arising from contracts, performance, payments etc
- Responsible for the end-to-end process in developing and collating the annual Procurement Workplan from various units, including tracking and monitoring.
- Establish collaboration and teamwork with various Island Ops departments, Contracts Dept and all relevant stakeholders,

with effective communication skills.
- Able to use government portal, such as GeBIZ to publish procurement documents and other relevant government website to check for information to ensure compliance with the specifications.
- Contribute towards continuous refining of procurement processes for compliancy while enhancing cost and operational efficiencies, as part of Change Management.
- Participate and provide support in Business Continuity & Resilience and Crisis Management.
- Provide reports, updates and ensure compliance with SDC’s documentation, information &
records management.
- Participate in audit by both internal and external agencies.
- Any other duties assign by the Head of Department.

**Requirements**:

- General degree/diploma with relevant experience Supply Chain Management / Business / Economics / Engineering or related field.
- Minimum 3 - 5 years of relevant experience in area of contract management
- Minimum 1 year of experience in procurement and data trending analysis
- Knowledge in various government procurement methodologies and portals (e.g. GeBIZ, VITAL, DSTA etc) will be an advantage
- Strong communication and writing skills.
- Possess skill for conflict management and resolution for winwin approach during work conflicts.
- Resourceful, proactive, meticulous and able to do analytical thinking
- Proficient in Microsoft Office especially in Word, Excel, and Powerpoint with digital-readiness mindset against cyberthreats.
- Able to demonstrate Personal and Professional Integrity with cultural intelligence. E.g. ability to influence others to do the right thing with open attitude for cross-cultural effectiveness.
