**Duties**:
**As a Financial Analyst (Portfolio Project Finance), you will**:

- Monitor a portfolio of transportation projects financed with Transportation Infrastructure Finance and Innovation Act (TIFIA), Railroad Rehabilitation and Improvement Financing (RRIF), and Private Activity Bonds (PABs) credit and debt, including the financial oversight of projects before, during, and after construction, as well as each borrower’s compliance with the terms, conditions, covenants, and warranties in its TIFIA credit agreement.
- Interpret agreements and tax-exempt bonds terms, conditions, covenants and warranties, and monitors their fulfillment by the borrower, lender(s), investor(s), and/or related parties throughout the length of the agreement. Maintain the program’s electronic database expected to store all significant documents and record important events in the life of each credit agreement.
- Assist with review and preparation of financial models and forecasts, particularly sensitivity analyses of Borrower's base case models to include any refinancing or restructuring of a distressed credit. Review and accept annual financial plan updates from the borrower and monthly project construction reports involving all stakeholders to identify issues of concern that could prevent project completion within the approved budget.
- Assign DOT financial and engineering staff and write the Project Monitoring Plan for each TIFIA and RRIF credit agreement. Serve as Contracting Officer's Representative (COR) on selected contracts and is responsible for all administrative and technical actions required in this capacity.
- Work extensively with co-investor representatives, DOT staff to manage risks to project delivery and loan repayment, bond trustees or bank representatives throughout the life of the senior debt, and the TIFIA and RRIF lead for credit negotiations. Maintain situational awareness of external developments with the potential to impact the TIFIA and RRIF programs and ensure that OCP leadership is made aware of such developments.

OST is looking for a seasoned, motivated, and self-reliant professional who can share their expertise in monitoring a portfolio of transportation projects financed under DOT’s credit/debt programs with skilled professionals who ensure the safety and fairness of the transportation industry.

**CONDITIONS OF EMPLOYMENT**:

- **TIME-IN-GRADE**:Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- **DEU REQUIREMENTS**: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
- **REMOTE WORK: This position is eligible for Remote Work.** Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United State and sign a remote work agreement. The difference in salary is determined by the locality pay in each location.

**Qualifications**:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

**To qualify for the Grade 15**, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

- Experience managing and monitoring a portfolio of corporate/project finance (i.e., providing debt/equity or ‘non-recourse’ financing) or transportation project finance loans that include loan/credit agreement compliance reviews, credit negotiations, project finance modeling and forecasting, borrower performance, reviewing financial status reports, plans, and updates aligned with U.S. capital markets and/or commercial bank lending practices with transaction size greater than $50 million.
