**What the role is**
- The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres.
The Partnership & Programmes Division (PP) aims to uplift the image and quality of the Early Childhood (EC) sector by:

- Enhancing the perception of the EC profession through promotion and engagement strategies;
- Encouraging a sustained pipeline of EC educators through attraction and retention strategies;
- Promoting the adoption of good practices for service delivery by EC centres; and
- Developing a strong network of EC leaders & professionals through partnership programmes.

The Sector Promotion team in the Division works closely with other ECDA teams to oversee ECDA’s public communication platforms and efforts to shape public perception. Key initiatives include strategic development and implementation of communication plans, such as the integrated communication campaign “Shape Our Tomorrow”, and evaluating the effectiveness of our public communication efforts.

**What you will be working on**
- You will report to the Assistant Director overseeing ECDA’s strategic communication strategies. You will be directly involved in developing and coordinating the strategic communication plan for ECDA, making use of relevant opportunities to amplify ECDA’s key messages.
Your key responsibilities are to:

- Understand the early childhood landscape in Singapore to develop and implement a strategic communication plan for ECDA, sharpen delivery of ECDA’s key messages to intended target audience, focusing on the implementation of the integrated communication campaign “Shape Our Tomorrow” ;
- Actively engage with internal and external stakeholders to identify opportunities and gather relevant ground information to support strategic planning and media engagement efforts, especially in shaping public perception for hot button issues; and
- Monitor and evaluate effectiveness of campaigns and communication initiatives to shape data-driven communication strategies.

**What we are looking for**
- Tertiary qualification in Mass Communication, Marketing, Social Sciences or equivalent
- Creative, analytical, resourceful and self-driven
- Excellent writing and communication skills
- Excellent project management skills
- Strong interpersonal skills - able to build good collaborative relationships with internal and external stakeholders of all levels
- Ability to work independently and be an effective team player
- Interest in working with data / data analysis to guide evaluation and data-driven communication strategies
- Experience with strategic and integrated communication will be an advantage
