Transportation Specialist

**Duties**:
**The Transportation Specialist**:

- Has responsibility for the management of programs and functions related to FMCSA’s commercial enforcement program.
- Is considered a national expert in the area of consumer protection and moving fraud, and leads complex technical investigation’s involving multiple Federal, State and local consumer protection and law enforcement agencies.
- Utilizes knowledge of commercial regulations as it relates to implementation of enforcement activities.
- Promotes consumer awareness and provides technical assistance and expertise to consumer organizations, State and local transportation representatives, and industrial officials.

**CONDITIONS OF EMPLOYMENT**:

- **SELECTIVE SERVICE**: Males born after 12/31/1959 must be registered for the Selective Service.

- **DRUG TESTING**:Varies by position. Individuals tentatively selected for drug testing designated positions will be required to complete testing prior to appointment or placement.
- **GOVERNMENT TRAVEL CARD**: Travel will vary by position. If the position requires travel, a government contractor-issued travel card will be issued and must be retained for official business only.
- **PCS/RELOCATION/RECRUITMENT**: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- **PROBATIONARY PERIOD**: Varies by position and is determined by the hiring agency. If selected, a one-year or two-year probationary period may be required.
- **FOR DIRECT HIRE CANDIDATES**: You must complete a one-year probationary period (unless already completed).
- **FOR GOVERNMENT CANDIDATES**:Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- **BARGAINING UNIT**: This is a Bargaining unit position represented by AFGE, local 3313.

**Qualifications**:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

**To qualify for the Grade 13**, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

- **Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives.**:

- **Experience communicating orally and in writing technical information, policy, and procedural interpretations.**:

- **Experience handling household goods complaints including hostage complaints.**

**KNOWLEDGE, SKILLS AND ABILITIES (KSAs)**:Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- **Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.**:

- **Oral Communication (‡) - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.**:

- **Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.**:

- **Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.**

You will receive credit for all qualifying experience, including volunteer experience.
