Turnaround Hse Lead/supervisor/inspector

**POSITION IN THE ORGANIZATION**

Reports to Turnaround Project Manager

**ACTIVITY**

**SUMMARY MISSION**

The turnaround (TA) HSE preparator/ Inspector is in the TA team, responsible in the

preparation and executing in delivering the TA specific safety plan, procedures and

ensure safety compliance at all times adhering Corporate HSSE policy and delivering a

quality TA project safely and in a timely manner, in compliance with the corporate

commitments on HSSEQ.
- Developing, establishing, and implementing HSE site Specific plan and procedures

as may be deemed for a major Turnaround process.
- Preparation on the Permit to Work, Safety Work Procedures, JSEA, Risk Assessments

for the entire Turnaround and for various types of process related activities.
- Preparation of Shutdown Toolbox Talks, Pre-start Job safety briefing and other pre
- shutdown tasks for Turnaround related activities.
- Preparation and reviewing the lifting related documents, review certifications and

inspection of the lifting crane and accessories.
- Overall assessment and full control on Confined Space Entry-Exit operations

associated with various production units ensuring good start of the CS operation

until end in a safely manner.
- Strictly compliance with HOT WORK PERMIT system and make sure it’s on-site

implementation.
- Ensure lifting operations are planned, supervised, and carried out in a safe manner

adhering circle of safety.
- Perform regular site inspection with contractor’s representative to minimize hazards,

ensure safety compliance by the contractors and make sure job site is safe to start

work.
- Update of safety record, safety reports and statistics during the Pre-shutdown,

Shutdown and Post Shutdown activities.

**_ _**Work closely with the HSSEQ Corporate on-site to establish a strong safety culture

within the team and around the Plant wherever necessary including contractor’s

entire crew (around 1200 )
- Collaborate with operations and maintenance department for fire protection/

detection systems maintenance and troubleshooting whenever required.
- Liaison and communication with sub
- contractor safety, task supervisor and workers

on daily task to ensure safe work procedures are compiled, hazards are being

identified and eliminated before work commencement as part of approved PTW.
- Manage couple of Contractor’s safety personnel under you including supervision

on their daily tasks, continual improvement in their development related to SDN.
- Conduct of investigation in event of accident, near miss, dangerous occurrences,

or occupational disease, and follow up to close all gaps and compile report for the

HSE Department.
- Investigation on incidents, near misses to find out root cause and Implement

corrective, preventive action on workplace to prevent recurrence.
- Conduct Safety meeting with Site Staff and Sub
- Contractors on review of standard

safety procedures, risk assessment and other issues related to Turnaround.

**HEALTH, SAFETY, ENVIRONMENT, QUALITY AND MANAGEMENT SYSTEMS**
- Ensure safe working condition during execution at field and workshop.
- Participate in achieving the HSEQ objectives of the plant and major Turnaround.
- Integrate and implement HSSEQ corrective actions in his/her area of activity.
- Ensure the issuing of incident reports in his/her area of activity.

**Education & Experience**:

- Bachelor’s Degree or Polytechnic degree on Safety (WSHO- MOM registered)

with10 years of experience in Refinery, Oil & Gas and Petrochemical industries.

Turnaround / Shutdown exposures would be essential.

**Knowledge and Requirements**:

- Strong TA exposures, has successfully completed a minimum of one turnaround

duration between 21 days to 30 days (including pre-turnaround activities)
- Safety rules of intervention (LOTOTO, etc)
- Knowledge of rules, regulatory requirements, and standards
- Experience in safety management during Turnaround/ Shutdowns
- Registered with SCDF as Fire Safety Manager, NEA, IES will be an added

advantage.
- Safety Audit 9001, 14001, 45001
- Holds valid licences for Confined Space Safety Assessor, Lifting Supervisor licence
- Risk Management courses from Singapore.
- General safety instructions, emergency plans, safety plans, safety training modules,

service instructions.
- Metal Scaffolding course.
- Work at Height course.
- Occupational First Aid course.
- Main regulatory references in the HSSEQ areas, the principles of prevention.
- Microsoft Office as minimum, others would be an extra.
- Industrial hygiene: knowledge of the regulations in force.
- Chemical, physical, biological risks.
- Working conditions.
