With the expansion of ByteDance's internationalisation business, payment capabilities in various scenarios continue to arise, and the Global Payment team has come into being. The Global Payment team aims to provide professional overseas payment solutions and capabilities to all ByteDance internationalisation businesses, effectively supporting the development and growth of ByteDance's internationalisation efforts.

The PMO team aims to help Global Payment establish professional project management mechanisms/processes and provide support for key projects and daily requirements delivery, in order to achieve business and product targets.

The PMO team shares the responsibility for Global Payment project delivery, enabling more predictable, measurable, and optimized delivery of Global Payment-related programs, projects, and requirements. The PMOs act as a bridge between project management and research and development (PM/RD), driving product and tech projects from ideation to launch and integrating them into the overall Global Payment product system. The objective is to foster more reliable delivery.

We are currently seeking a Technical Program/Project Manager to join our Global Payment PMO team based in Singapore. As part of the PMO team, you will drive the project and scrum of the systems behind ByteDance Global Payment and work with other team members to build up the payment capability for ByteDance's international business and users around the globe.

**Responsibilities**:
1. Lead project management and cross-functional collaboration for product planning and launch, scrum delivery, resource planning, and create processes that enable teams to move quickly and efficiently for the Global Payment Network team.
2. Work closely with product managers and the tech team to build a communication bridge between the China and Singapore teams.
3. Communicate project and scrum status, risks, and mitigation plans to leadership. Ensure project and related delivery documents are complete, accurate, and available for review by all parts of the organization.
4. Maintain the team's focus on strategy and goal-oriented results when tackling complex problems.
5. Monitor the efficiency of product and tech team delivery with key metrics and provide deep insights regarding delivery efficiency, along with practical suggestions to enhance it.

**Qualifications**:
1. BA/BS degree or above with 5+ years of technical program management experience in the technical industry.
2. Experience in building and managing relationships across roles and teams in an organization.
3. Self-motivated with strong documentation, presentation, and communication skills, particularly implemented in a cross-functional and global role, and experience collaborating with internal and external stakeholders at all levels.
4. Passionate about the internet industry and willing to grow with the company by dealing with emerging global issues and challenges.
5. Understanding of international politics, culture, and public policy is preferred. Project experience in the payment industry or fintech is also preferred.
