Institution: Khoo Teck Puat Hospital- Family Group: AdministrationThe Executive will support the Assistant Director/ Deputy Director with administration of the Office of Clinical Manpower Development and Medical Affairs unit within the hospital. He/ She will also support clinical departments to ensure the provision of a comprehensive range of clinical services which are aligned and meet with the organisation's objectives.

The Office of Clinical Manpower Development and Medical Affairs unit provides administrative support which includes and not limiting to;
1. Doctors' Professional matters
2. Medical Manpower Planning
3. Clinical Department Strategic Planning
4. Clinical Policy Development
5. Training and Development
6. Licensing and Accreditation

**MAJOR DUTIES AND RESPONSIBILITIES**
**(A) SPECIFIC**

1. To provide administrative support to **Doctors’ Professional Matters** and this includes:

- Administer the Accreditation and Credentialing activities for medical staffs including doctors, nurses and allied health.
- Facilitate the progression process for Temporary and Conditionally registered doctors under the Singapore Medical Council Supervisory Framework and ensure that all medical staff fulfil the necessary criteria for conversion to Conditional / Full registration.
- Provide assistance to clinical staff in the Medical Malpractice Insurance registration and renewal process.

2. To provide administrative support to **Medical Manpower Planning** and this includes:

- Provide assistance to the yearly medical manpower planning exercise to ensure optimal staffing levels and bench strength for specialists and non-specialists.
- Provide assistance for the projections of Associate Consultants / Family Physician projection to National Healthcare Group Residency Office.
- Maintain the Medical Staff listing and Directory of services to ensure that the list of doctors (internal and external) who practices at Yishun Health and service provided are updated and provide monthly update of the Medical Staff Iisting to relevant stakeholders.

3. To provide administrative support to **Clinical Departments Strategic Planning** activities and this includes:

- Facilitate the Table of Surgical Procedure process which includes inclusion of new procedures, re-ranking of existing procedures (up or down table), removal of obsolete procedure and other changes to existing procedures.
- Update the blue letter workflow and provide timely update to all stakeholders.
- Oversee and manage all activities for the on-call rooms.
- Support clinical departments with the development of service agreements for new clinical service and expansion of existing clinical services which includes drafting of service agreement, tracking and reporting of workload data, conduct negotiation with internal / external stakeholder and whatever necessary to establish the service agreements.
- Support clinical departments with the appointment of Visiting Consultant or Visiting Staff which includes drafting of agreement, tracking and reporting of clinician workload, conduct negotiation with internal / external stakeholder and whatever necessary to establish the agreements.
- Provide assistance to the billings and payments of Visiting Consultants and Visiting Staff to the hospital and from extemal institutions.

4. To provide administrative support to Clinical Policy Development and this includes;
- Facilitate the development, review and update of policies which are in-line with Ministry of Health or Hospital's goals and objectives and ensure policies are accurately uploaded into the Intranet.

5. To provide administrative support to **Training and Development** of medical staff and this includes:

- Organise the Junior Doctor's Orientation Programme which includes conducting regular review of training materials to ensure training is up-to-date and relevant, track and monitor the participation rate and make appropriate recommendation to the orientation programme when necessary
- Coordinate the medical staff continuing medical education / training programmes which includes coordinating and organising the HMDP Sharing Sessions, Clinical Forums and etc
- Collate and track the Compulsory Courses and Peer-Review Learning activities by medical staff and Junior doctors.

6. To provide administrative support to **Licensing and Accreditation** of the hospital and this includes:

- Performing all administrative work related to the issuance of licenses and accreditation in accordance with the Private Hospital and Medical Clinics Act (PHMC) and its related legislation.
- Maintain system and processes to ensure conformance to the PHMC and its related legislation
- Guiding and following up with stakeholders on the decisions of licensing and accreditation of facilities

7. To provide administrative support to CMB office which includes:

- Ensure the maintenance of an updated register of sub-committees and workgroups under the Clinical Board's purview. This includes administ
