**What the role is**
- NCSS deploys a Social Service Sector Brand approach through four strategic pillars of target audiences, to inspire the public into considering careers in social service. These four pillars are: (1) the Public in general, (2) Students in Institutes of Higher Learning, (3) Mid-Careerists, and (4) the Social Service Tribe - a community of over 16,500 social service professionals. The objective is to raise national awareness of social service related careers and jobs to enable talent attraction and retention.
The incumbent will work on key programmes/ initiative to attract manpower to build the capability and capacity of the social service sector by providing career advisory, schemes/programmes and partnerships with employers, partners and funders.
This role will also support in all of the above four pillars, in his/her role as a key member of the Sector Manpower - Strategy & Development team.
Other roles and projects may be included from time to time.
1. Understand the Social Service landscape, target audience (Potential entrants, Social Service Agencies and Professionals.), Stakeholders, Plan-Do-Review-Act annual work plan. T
2. To develop and implement strategies, engagement programmes and activities targeting at Potential entrants, Social Service agencies and Professionals. In particular, manage and administer manpower schemes with scope of work that includes administration and development.
3. Create or identify programmes, events and platforms which includes workshops, seminars and award ceremonies to reach target audience (Potential Entrants, Social Service agencies and Professionals) for talent attraction efforts, based on data insights gathered.
4. Facilitate, organise and conduct outreach activities and events to promote career opportunities in the sector.
5. Outreach and establish partnerships with employers (SSAs), training institutions and other relevant agencies, on sector’s recruitment needs.
6. Manage budget and utilisation of projects under charge in adherence to finance and audit requirements.
7. Maintain and review the necessary system and operating procedures in administration of schemes/programmes to support attraction and retention of workers in the sector.
Supports the Sector Manpower - Strategy & Development Team as required.
Perform the required administrative function in terms of raising Gebiz, PO, PRS, etc. for areas related to the projects managed.

- Knowledge of the procurement processes applicable in government agencies will be an added advantage.
