The Movement for the Intellectually Disabled of Singapore (MINDS) has been caring for Persons with Intellectual Disabilities (PWIDs) and their families since 1962.

MINDS is today one of the largest charities in Singapore employing more than 850 staff. With the key focus to expand community-based services, improving the employability of PWIDS, strengthening education, and engendering inclusive community living, MINDS offers a holistic range of services and programmes across the PWIDs’ lifespan.

DESIGNATION : Senior/Manager, Procurement

RESPONSIBILITIES
- Ensure all activities through the procurement cycle are in compliance with the financial and procurement policies and procedures.
- Timely sourcing and renewal of common services contracts for MINDS.
- Helpdesk support to stakeholders on procurement queries and issues.
- Manage the ePurchase Control System.
- Conduct regular Procurement training to users and approving officers.
- Regular review of the Procurement Policy and Procedure in accordance with the high standards of corporate governance, financial limits and needs of MINDS for improved and easier processes without sacrificing internal controls and governance.
- Prepares monthly purchases analysis report, implement cost efficient and effective procurement strategies and conduct regular vendor audit to ensure service standards for term contractors are maintained.
- Identify, develop and manage vendor relations and develop relevant sourcing strategies.
- Review quotation and tender evaluation reports to ensure compliance to the evaluation process.
- Provide inputs to quotations and tender documents to ensure compliance to MINDS financial and procurement policies and procedures.
- Process request for purchases of products and services in the organisation through the integrated procurement system.

QUALIFICATIONS
- Degree in any discipline with certificate/Diploma in Procurement.

OTHER INFORMATION
- 8 to 10 years relevant working experience in procurement.
- Exposure to systems integration.
- Strong negotiation skills, organised, meticulous with excellent interpersonal and communication skills.
- Possess a positive attitude, mature and team player.
