So, when you say hello to us, you are really empowered to say “Hello BIG Possibilities”._ **Be a Part of Something BIG** Reporting to CFO Singtel Singapore and matrix reporting into VP, Group Procurement, this role is responsible for leading and managing tactical sourcings (>$200K) for all local Singtel Singapore business units, and is accountable for local sourcing planning, strategic vision and mission relating to it with suppliers’ management and engagements. The role requires close cooperation and synergy with Group Procurement, namely: - Group Strategic Category Management which manages group category and strategic sourcing; - Group COE which manages digital center of excellence and system enablers; and - Group Share Service which manages procurement operations and processing. Across more than 2000 suppliers for Singtel Singapore, you need to be competent to manage and support the deliverables with Group Procurement for strategic sourcing, and lead all local procurement tactical and tail-end sourcing. This role requires understanding of Networks, Information Technology, Indirect and Enterprise sourcing & practices to develop competent purchasing capabilities; taking charge to consolidate sourcings across entire local Singtel BUs. This role is a commercially vital role as it provides the leadership in setting to realise the mid to long terms goals of both Singtel Singapore and that consistent of Group Procurement, including driving savings, adopting procurement best practices, inculcating capabilities development and managing strict adherence to procurement policies and governance. **Make an Impact by** **_Local Tactical Sourcing and Supplier Management_** Lead the Singtel Singapore Procurement team to: - Identify and consolidate sourcing for Group Procurement for global strategic sourcing aligning timeline and strategy outcome; - Manage and pro-actively lead procurement activities (sourcing, negotiation, award, contracting) and engagements for all local tactical sourcings with span of 2000+ suppliers. - Be fully accountable for Singtel Singapore spend and savings target, with continued vision of driving scale across Group Procurement for strategic sourcing/vendors. - Work alongside and ensure operational processing by Group Procurement meets the require sourcing SLA (cycle time of 18 weeks) for local award and timely contracting renewal. - Manage and own all Singtel SG local contracts and the supplier’s performance. **_Developing and Driving Singtel Singapore Sourcing Framework_**: - Responsible for developing and managing Singtel SG sourcing strategy, framework, policies and processes, along with partnerships to support Singtel SG business model and financial operating plans. - Ensure all procurement objectives are met for Singtel SG including: Ø Timely collation of strategic category sourcing to Group Procurement for their execution; Ø Defined sourcing framework with Group Procurement to support local Singtel sourcing needs; Ø Building close synergy between local Singtel SG Procurement team and Group Procurement. **_Governance, Process improvement and Procurement Operations_** - Ensure operational support team by Group Procurement (Shared Services) meet the agreed SLAs, including PO processing and OLA creations within 1 Business Day per existing; and other procurement administrative matters. - Drive alignment and enforce governance to procurement policy throughout the procurement cycle. - Guided training programs and development activities for the development of knowledge base across the broader Technology team, to strengthen the overall capability of our stakeholders on sourcing activities & contractual management. - Lead & coach the team to identify, champion and drive continuous improvement relating to policies, supplier relationships and contracts price lists (& BOQ). **_Engagement with Singtel Singapore Snr Leaderships (SLTs)_** - Single point of contact for Singtel Procurement in managing all key stakeholders lead (CIO SG, MD Networks SG, MD Enterprise, MD Customer Success, MD Customer Management & Marcom). - Build strong & regular stakeholder engagement with the SLTs and align sourcing strategy and key focus areas. - Lead the team to build strong positive stakeholder relationships and monitor such engagements, and being accountable for Procurement CSAT. - Plan and execute communications plans to ensure accurate and timely flow of information to internal stakeholders & leaderships. **_Leadership Responsibilities of Singtel Singapore Procurement Team_** - Create a culture that strives to add
