Director (Procurement)

Overview
Oversee and lead the procurement operations department that specializes in construction, building infrastructure, facilities management and sustainability procurement. Provide strategic direction in construction procurement, formulate, implement internal control policies and guidelines to achieve good corporate governance and ensure compliance. Play a key role in driving process review and re-engineering, system implementation and other ad-hoc projects. Develop category strategies and governance framework to drive strategic sourcing and optimize procurement expenditure to improve the procurement system. Provide direction for team to proactively engage users to identify aggregations or other procurement levers, improve outreach and facilitate dialogue among procurement community and users. Engage and provide procurement advice to business units on their procurement needs as a procurement business partner. Lead initiatives to establish robust construction procurement and contract management practices. Lead the review of tender/quotation documents to ensure that they are drafted in compliance with Instruction Manual (IM) (Procurement) and Statutory requirements. Lead the review of post-award contract documents to ensure proper contract management and governance. Lead in the enhancement of procurement processes, systems and governance framework to optimize operational efficiency.
Job Requirements
At least 15 years of experience in government procurement and 5 years in management role in construction, building and facilities management sector
Familiarity with Instruction Manual (IM) on Procurement, GeBIZ system and GeBIZ Management Console (GMC)
