**Position title**: Human Resource Manager
**Reports to**: HR Advisor
**Supervises**: 2 HR Executives, 1 Payroll and 1 HR Admin
**I. About World Wide Fund for Nature, Singapore (WWF)**
WWF Singapore is a Singapore-registered charity, founded by WWF International - the global conservation organization. WWF Singapore works with corporate partners in Singapore for best practices in natural resource management, engages in communications and outreach to raise awareness of critical environmental issues and collaborates with WWF offices in the region to raise funds for important conservation programmes. The WWF Singapore office also provides a hub for regional staff of WWF and supports WWF's operational functions. It works with government, business, other NGOs and the local Singapore community to spearhead efforts to build the region’s expertise in planning and managing natural resources wisely.
**II. Major Functions**
Reporting to the HR Advisor, the Human Resource Manager is responsible for leading and managing the full spectrum of HR operations and partnering with the respective business teams for HR support. The HR Manager shall also be responsible for maintaining the governance and procedures in alignment with the Singapore regulations and WWF International Global HR Policies and Procedures.
**III. Major Duties and Responsibilities**
**Overall**
- Manage the HR team and BAU operations covering the full spectrum of HR function including talent acquisition, training and development, performance management, compensation and benefits and payroll.
- In collaboration with the HR Advisor develop and implement HR strategies and initiatives aligned with the overall business strategy.
- Provide comprehensive guidance to the CEO, managers and staff on all aspects of human resource management while ensuring that the organization follows policies, procedures and legal requirements.
**Workforce Management**
- Partner with respective business team on workforce planning to establish the human resource requirements of the organization in terms of recruitment retention, and succession planning.
- Manage the recruitment process and ensure compliance with the respective policies and procedures.
- Oversee and manage a performance appraisal system that drives high performance.
- Support the respective business teams to identify training needs and development opportunities.
- Ensure timely notification of contract renewals and oversees the revision of TORs, and manage negotiations.
- Ensure hosting agreements or appropriate documentation between hosting and recipient office for staff secondments, exchange programmes and hosting of regional or global roles in Singapore.
- Encourage and maintain sound employee relations by undertaking all necessary consultation and negotiation with staff on personnel issues to ensure that harmonious relationships and effective communications are maintained between management and staff.
**Governance**:
- Maintain and update HR policies and procedures to ensure all changes in local labour laws and regulations are reflected.
- Organize effective communications of all HR policies to staff, and monitor the implementation to ensure they are being followed by managers and staff**Compensation & benefits Management**
- Participate in salary and benefit surveys, and analyse data, to ensure that the organisation has accurate and up to date information relating to external pay relativities.
- Perform periodical reviews of compensation and benefits and advise the HR advisor/CEO on the compensation & benefits strategy.
- Review and monitor the payroll calculations to ensure accurate and timely payment of salaries and benefits.
**Projects & other activities**
- Actively identify the gaps in the organization’s HR processes and system and propose methods or procedures to improve them.
- Manage the HR budgeting and forecasting in collaboration with Finance team.
- Negotiate contracts with external consultants, suppliers and other organisations to provide services in support of organisation activities where these cannot be met from in-house resources Oversee the maintenance and update of all HR related databases, i.e. personnel, training suppliers, HR service providers, jobs and vacancies within the organisations, reference library of employment law information, etc. and filing system to serve all HRM purposes.
- Manage other HR projects and initiatives as required which includes organization wide team building activities.
- Performs other duties as required.
**IV. Profile Required Qualifications**:
- University Degree in Human Resources
- A minimum of six years of professional experience in Human Resources, with at least 2 years in a managerial capacity
- Experience in Training & Development will be an advantage
**Required Skills and Competencies**:
- High level of organisational skills with an ability to work well under pressure
