Singapore NCS National Council of Social Service Full time

The People & Culture (P&C) team attracts, develops, engages, and retains human capital so that they can effectively support NCSS’s mission and purpose.

You will lead and oversee the People Relations (PR) team to drive and oversee several HR functional areas such as HR systems, business partnering, talent attraction, performance management, compensation & benefits.

This role supports the Director (People & Culture) in the following areas:

- Oversee the HR Business Partners who work closely with the business to support people-related needs across the full spectrum of HR, such as recruitment and re-employment, staff movements (e.g. secondment, exits), and ad-hoc manpower requests.
- Manage and resolve employee relations issues throughout the employee life cycle, from onboarding to offboarding, including providing professional advice on the interpretation of HR policies and employment legislations.
- Initiate reviews on existing HR processes for continuous improvement and relevancy to support business needs
- Manage audits and compliance-related matters and oversee operations of the HR functions including:

- Service conditions (e.g. employee benefits, declaration matters)
- Compensation and rewards
- Leave matters
- Tracking of expenditure related to manpower needs
- Staff records
- Oversee performance management, grievance, and disciplinary-related matters
- Develop and implement strategies on employer branding, building talent pipelines, and initiatives to support employees’ mental wellness.
- Partner outsourced vendor to ensure processes and data on Cumulus (WorkDay) are well-managed.
- Oversee matters relating to Risk Management.

At least 8 years of experience in HR, and has good knowledge and understanding of full spectrum of HR.
