Singapore MOL LNG SHIP MANAGEMENT PTE. LTD. Full time

**Responsibilities**:
Manager shall report to General Manager and shall have the responsibility to:

- Manage the full scope of day-to-day fleet personnel activities, including meticulous monitoring of ship schedules and precise coordination with manning agents and local agents for crew change planning.
- Develop, implement, and rigorously enforce seafarer strategy plans in close liaison with Japan headquarters, manning agents, and in-house ship managers, with a specific focus on proactive fleet expansion planning.
- Conduct thorough annual evaluations (audits) of manning agent performance, ensuring strict adherence to company standards and regulatory requirements.
- Maintain and monitor crew appraisal and training records with a high degree of accuracy and attention to detail.
- Prepare, manage, and strictly control manning budgets, projections, and provide detailed, analytical explanations to management and ship owners.
- Ensure absolute compliance of officer qualifications and experience with SIGTTO standards and the specific requirements of oil majors.
- Organize and conduct mandatory pre-boarding briefings and debriefings for senior officers, ensuring all necessary information is conveyed and documented.
- Manage the OPEX Management Team to handle and verify all manning related OPEX matters (operating expense) matters, including portage bills (ship's cash account), manning invoices, and port disbursement, crew salary, e-wallet payment, etc.
- Manage ship personnel-related injury, medical protection, and indemnity (P&I) insurance claims, ensuring claims are handled efficiently and in compliance with legal and company policies.
- Arranging and conducting new crew recruitment examinations and identifying training needs to support fleet expansion and career development, including cadets training programs and ship familiarization training for officers.
- Supporting the manning aspects of internal and external audits/inspections (ISO, TMSA, SIRE, DOC) to ensure compliance.
- Participating in Seafarer division meetings, SMS meetings, and other operational and strategic planning discussions.
- Utilizing the Shipmate system to generate manning reports (crew lists, promotion reports, appraisal reports, etc.) and cross-checking crew documents and crew change records.
- Coordinating with the MOL LNG Commercial team on crew relief plans using the provisional crew matrix and updating the OCIMF crew matrix after crew changes.
- Managing Cash to Master, Disbursement Accounts, and payrolls for seafarers from various vendors, local agents, and manning agents using the Mariapps smart PAL system.
- Reviewing officer and rating appraisal reports, ensuring thorough evaluations by vessels and superintendents.
- Monitoring changes in STCW, ILO (MLC 2006) and amendments, Flag State, and union requirements relevant to crew nationalities.
- Reviewing the Company’s Safety Management System (USMS) periodically based on operational needs, MOL policy changes, and industry best practices.
- Attending Seafarer Seminars and Safety Conferences and conducting vessel visits to foster positive relationships with seafarers.
- Overseeing staff, implementing procedures, maintaining administrative systems, and collaborating with other departments to ensure safe operations.

**Qualifications and Experience**:

- Minimum Bachelor’s Degree in Maritime, International Shipping or related discipline is preferred.
- Minimum 6+ years shore experience in a manning function within an LNG ship management company.
- Minimum 10 years shore experience in ship management company
- Proven track record of successfully managing all aspects of fleet personnel, including crew planning, recruitment, training, budget administration, and compliance.
- In-depth and current knowledge of international maritime regulations and compliance standards, specifically SIGTTO standards and oil major requirements.
- Demonstrated experience in crew assignments for new-build vessels and fleet expansion projects.
- Strong background in conducting internal audits (Annual Office Audit and Manning Agency Audit) and external audits (TMSA, ISO, and DOC).
- Excellent computer skills, including proficiency in Microsoft Office, ShipNet, PAL, and Shipmate.
- Comprehensive knowledge of industry regulations, including STCW/MLC/ISM/IMO/TMSA/Flag State requirements, and crew documentation and license.
- Proficiency in LNG vessel ship management industry-related database systems or the ability to quickly become a high-level user.
- Thorough knowledge and understanding of the sea staff recruitment process.
- Ability to work independently with mínimal supervision and effectively manage time.
- Exceptional communication and interpersonal skills, with a proven ability to collaborate effectively with individuals from various cultural backgrounds.
- Outstanding analytical and problem-solving skills, with a demonstrated ability to make sound judgments under pressure.
