Objectives:

To lead the preparation and submission of accurate, competitive quotations for private clients and government tenders, with a strong focus on M&E works—particularly in data centre and cleanroom projects—while providing strategic leadership to junior staff and negotiation to support the company's pre-contract success.

Responsibilities:

  • Prepare and lead detailed quotations for private clients, including quantity take-offs, cost estimation, and pricing of M&E works.
  • Manage the full tender submission process for government projects via relevant portals, ensuring timely, compliant, and competitive submissions.
  • Review tender documents, drawings, and specifications to accurately assess scope and requirements, particularly for data centre and cleanroom projects.
  • Collaborate with internal teams (design and project) to gather required technical and commercial inputs for tenders and quotations.
  • Apply technical expertise in M&E systems to ensure accurate costing, value engineering, and compliance with client expectations.
  • Lead commercial discussions with private clients during quotation phase, addressing pricing, scope, and technical clarifications.
  • Monitor project-specific risks during the pre-contract stage and propose mitigation strategies in cost and scope planning.
  • Stay updated with industry trends, market rates, and procurement opportunities to enhance competitiveness.
  • Provide leadership and mentorship to junior Quantity Surveyors.

Requirements:

  • Bachelor's Degree or Diploma in Mechanical/Electrical Engineering, Quantity Surveying, or a related discipline.
  • Minimum 10 years of relevant experience in tendering or pre-contract roles, preferably with experience in main contractor firms.
  • Strong knowledge of M&E systems, especially in data centre and cleanroom construction.
  • Proven ability to prepare competitive quotations and manage government tender submissions independently.
  • Excellent negotiation, communication, and analytical skills.
  • Familiarity with local government e-procurement/tendering portals.
  • Strong attention to detail, organization, and ability to meet tight deadlines.
  • Leadership experience or ability to guide junior staff is preferred.
