
Cost Audit Engineer

Project Cost Audit & Control
- Implement national, industry, and company standards for cost auditing, ensuring compliance with both company and host country requirements.
- Manage and control project costs throughout all stages — from feasibility study, preliminary design, bidding, construction, to closeout.
- During construction and closeout, take the lead on progress payments, change orders, material pricing, claims, and final account settlements, submitting for management approval as required.
- Review and approve progress payment applications and monthly civil works funding plans.
- Prepare final account settlement documents based on contract terms and completed work quantities.
Bidding & Contract Review
- Participate in subcontractor bidding and awarding, analyze quotations, and review subcontract agreements.
- Assist in preparing and reviewing technical and economic documents for company projects.
Audit & Compliance
- Coordinate with owners, project teams, and financial/audit departments to complete settlements, audits, and inspections.
- Review cost management documentation during project execution.
- Report serious violations or waste to senior management and recommend corrective actions.
- Support group audits and coordinate with local and overseas audit authorities, providing necessary documentation and assistance.
Documentation & Reporting
- Compile and maintain audit working papers and submit audit reports to direct supervisors.
- Issue formal audit opinions, reports, or decisions to audited units based on approved conclusions.
- Attend relevant meetings and contribute to the development of policies and procedures.

- Professional knowledge, skills, and experience required for the role; strong communication and coordination skills; proficiency in both Chinese and English.
- Law-abiding, trustworthy, team-oriented, with strong execution capabilities.
- Good physical and mental health.
- Able to follow company assignments.
Professional Competencies
- Proficient in national and power industry cost norms, power project cost standards, and cost estimation/pricing software (e.g., Glodon).
- Capable of independently preparing estimates, budgets, BOQs, and control prices/bid benchmarks for power generation projects.
- Familiar with FIDIC contract terms and able to prepare audit reports, review/approve changes, and participate in negotiations.
- Experienced in settlement procedures for monthly/interim and final accounts.
- Knowledgeable in construction processes and market prices for civil works materials.
- Minimum of 8 years' experience in cost auditing for power projects, with direct responsibility for at least six units of 600MW+ coal-fired power projects.
- Experience in large-scale power projects with consulting firms is preferred.
- First-Class Cost Engineer or equivalent qualification required; dual expertise in civil and installation works preferred.
- Willing to travel for short-term assignments.
