Summary
As the Executive of the Human Resources Division, you will perform a HR generalist role to support the development and implementation of HR strategies and activities for DesignSingapore Council (Dsg), to build a design-led culture, grow high performing teams and create a great place to work, in support of organisational objectives. You will also work closely with the Dsg business units to support their manpower needs, and be responsible for supporting the full spectrum of HR operations, including but not limited to personnel data management, payroll and claims processing, benefits administration, compensation, recruitment and training support.

About The Human Resources (HR) Division
The Human Resources (HR) division supports staff development and well-being through our policies and processes, enabling our officers to fulfill their potential and build career capital, fostering a happy and dynamic workforce. As strategic partners to our business divisions, we oversee the full spectrum of HR functions, including recruitment, performance management, compensation and benefits, learning and development, HR policy implementation, and employee engagement.
The HR division is part of the larger Organisational Health & Excellence (OHE) group, which includes the Corporate Services & Governance (CSG) division. OHE's goal is for Dsg to be a loveable place to work where staff can perform at their best and have an engaged and fulfilling workplace experience, aligned with organisation values.

Responsibilities
This role reports to the Senior Manager of Human Resources at Dsg, and your responsibilities include but are not limited to:

  1. Working closely with the HR team to administer the full spectrum of HR functions such as recruitment, compensation, performance reviews, learning & development (L&D), career development, etc, for Dsg.
  2. Computing annual salary adjustments, bonus payments and other compensation related matters.
  3. Working with the payroll agent to ensure that the following transactions are processed and made on time within statutory and company requirements – eg, salary and bonus payments, payroll accounting, billings and invoices, benefits entitlements and claims, annual tax declarations, etc.
  4. Supporting the talent attraction and end-to-end recruitment process for business units – eg, posting of job advertisements, arranging of interviews, preparing offer letters, onboarding, etc – to fill open job requisitions in a timely fashion.
  5. Providing administrative support for talent and performance management activities – eg, preparing for annual performance appraisal and promotion exercises, preparing letters for secondments and rotations, etc.
  6. Providing administrative support for L&D related matters, eg, course set-up, course registration, course claims, employee training records, onboarding of new hires, etc.
  7. Maintaining the organisation chart and employee records, and tracking and preparing manpower reports for management and/or audit purposes, including but not limited to staffing, retention, attrition and other relevant data.
  8. Supporting the administration of organisation development plan and programmes, including employee engagement surveys, organisation transformation initiatives, etc.
  9. Supporting the review, improvement and updating of policies, systems and processes to support staff productivity and work efficiency.
  10. Advising staff on HR related matters, including but not limited to HR policies and provisions, compensation, leave, benefits, etc.
  11. Supporting the HR division's operations and administrative management, including budget, workplan and housekeeping processes, for smooth daily running and to achieve HR's annual workplan targets and budget optimisation.
  12. Maintaining up-to-date knowledge of the Employment Act for regulatory compliance.

Requirements
To meet the challenges of this role, you must be/have:

  1. A diploma in human resources, finance or a related field
  2. At least 3 years of experience in HR support, eg, payroll, compensation and benefits, recruitment, L&D, etc
  3. An effective collaborator experienced in engaging and managing internal and external stakeholders
  4. A proactive and independent worker who is resourceful, flexible and able to multi-task and work under time pressure
  5. Meticulous and comfortable with figures
  6. A team player who is ready to take on challenges and work on new programmes and initiatives
  7. Good interpersonal and communication skills, both written and spoken
  8. Proficient in basic HR systems/platforms and Microsoft applications such as Word, Excel, PowerPoint, etc
  9. Experience in procurement and in working in a quasi-government agency or similar environment (will be an advantage)
