What you'll be doing?

• Strategic Contract Management: Develop comprehensive contracting strategies appropriate for project scope and contractor markets, managing the complete process from pre-qualification through contract awards while collaborating closely with Project Managers on scope changes and schedule management.
• Supplier Relationship Excellence: Organize pre-qualification processes for tenders, maintain updated approved vendor lists for qualified contractors, and conduct site visits for growth projects while ensuring optimal supplier performance and relationship management.
• Contract Administration & Compliance: Ensure proper implementation and follow-up of procurement contracts, facilitate contract visibility and availability, and maintain compliance with Procurement Policies and principles while evaluating contract usage and development opportunities.
• Purchase-to-Pay Process Management: Execute and manage the complete P2P process including Request, Approve, Order, Expedite, and Receive functions using supporting ERP systems to ensure right service/product delivery at the right place and time.
• Strategic Tendering Leadership: For purchases exceeding SGD40K without framework agreements, execute optimal supplier selection processes including market analysis, selection criteria development, RFI/RFP evaluation, and stakeholder communication coordination.
• Project & Category Strategy Development: Develop and execute comprehensive project and category strategies based on key procurement categories, conducting internal and external analyses to realize optimal business value in terms of costs, efficiency, and risk management.
• Budget Planning & Analysis: Execute annual terminal procurement plans and budgets, perform detailed spend analysis, contract reviews, and category assessments while defining improvement initiatives for the annual procurement planning cycle.
• Continuous Improvement Initiatives: Review procurement policies, standards, and systems continuously while proposing process improvements to enhance P2P efficiency and recommending enhancements to management for operational excellence.
• Performance Measurement & Analytics: Measure and analyze procurement processes and performance results using global and local KPIs including P2P metrics, savings achievements, and contractor safety performance while providing actionable improvement recommendations.

Who are they looking for?

• Educational Foundation: Candidates with Degree qualifications in Supply Chain Management, Business Administration, Engineering, or related studies that provide strong analytical and strategic thinking capabilities for complex procurement operations.
• Procurement Expertise: Professionals with at least 5 years of relevant experience in Buyer's scope, Contract Management, Supply Management, and Negotiation, preferably in similar industrial environments with complex procurement requirements.
• Diverse Industry Experience: At least 3 years of experience in procurement, sales, business development, project management, plant operations, or product supply, demonstrating versatility and comprehensive business understanding.
• Commercial & Legal Acumen: Strong commercial awareness combined with solid experience in Contract Law, enabling effective negotiation and contract management in complex business environments and regulatory frameworks.
• Negotiation Excellence: Proven track record in contract negotiations and vendor management with demonstrated ability to achieve favorable terms while maintaining positive supplier relationships and ensuring service quality.
• Communication & Analytical Skills: Strong negotiation and communication abilities combined with analytical mindset and decisive decision-making capabilities, supported by high initiative and proactive approach to problem-solving.
• Technical Proficiency: Advanced proficiency in MS Office applications and ERP systems, enabling effective data analysis, reporting, and system utilization for procurement process optimization and management.
