About the Role
You will be part of the Division of Community Outreach & Philanthropy and will provide essential financial and administrative support to ensure sound operations in compliance with charity, institutional and regulatory requirements. This role involves comprehensive oversight of department budgets and workplans, procurement activities, and close collaboration with finance colleagues and auditors. You will be responsible for tracking fundraising income and expenses for NCCS Cancer Fund and Research Fund while managing general administrative matters to support the division's philanthropic mission.
Some of the Key Responsibilities Include
• Develop, monitor and manage the department's annual operating budget with Deputy Director, in accordance with workplan
• Track expenditure and ensure accurate and timely financial reporting to management and SingHealth
• Support financial planning and analysis for philanthropic campaigns and liaise with Finance and SingHealth Foundation colleagues on fundraising projections and tracking of pledges
• Serve as an important part of the donation processing team, managing department records, databases and dashboards related to donations
• Assist Deputy Director in ad-hoc administrative matters for the department such as procurement and claims
• Oversee procurement activities in compliance with SingHealth procurement and financial regulations
• Liaise with vendors and internal stakeholders to ensure timely delivery of goods and services
• Prepare documentation and coordinate audits related to fundraising, finance and procurement
• Assist Deputy Director in Audit and Risk Management (ERM) and ensure department operations comply with audit requirements, PDPA, and regulatory frameworks for charitable giving
• Any other duties as assigned by supervisor
Job Requirements
• University Degree or equivalent with at least 5 years of experience in finance
• Experience working in charity sector, especially financial reporting and audit for large IPCs will be an advantage
• Experience with fundraising and working with Academic or Medical Leaders will be an advantage
• Strong knowledge of financial regulations, procurement frameworks and audit processes
• Proficient in Excel and other financial management systems
• Analytical mind with excellent organisational skills
• Able to navigate multi-layer organisation structure and work towards objectives in an environment with multiple stakeholders
• Attention to detail and ability to balance competing priorities and tight deadlines
