The Role
Implementation of Projects, Change Requests and day to day operational support of IT Systems. Lead a team of IT Professionals and manage vendors in the execution of projects, change requests and operation of IT systems.
Key accountabilities
- Collaboration with stakeholders to develop, implement and support the delivery of required functionality. Investigate processes to assure system capabilities and process requirements are aligned and plays a critical role in clinical system requirement, solutioning, design, development, testing, implementation and support activities. 2. Work closely with the AVP or Senior Manager in the approval, acquisition and implementation of Clinical projects that include the acquisition, management, and use of information technology (IT) resources, capital planning and investment analyses, the IT operating plan and budget, as well as IT acquisition strategy and performance measures. 3. Resolve project issues with vendors and key stakeholders and ensure the smooth implementation of the clinical projects. · Project evaluation · Project Integration · Scope management · Time management · Managing project cost · Quality management · Human resource management · Project communication management · Project risk management · Project procurement · Organisation management · Building client relationship · Building teamwork and morale . Vendor contract management 4. Ensure optimum resource allocation and utilization and financial effectiveness for the conduct of the IT activities. 5. Oversee the planning, directing, supervising and coordinating of department operations which include the provision of appropriate supporting infrastructure for running the operational systems and in the dissemination of information; assign work activities, projects and programs; monitor work flow; review and evaluate work methods and procedures. Prepare a variety of correspondence including general and special reports. 6. Oversee the preparation and monitoring of IT capital project budgets for approval, IT operating budgets and control of expenditure. 7. Ensure that IT systems under his care are performing optimally and meets the requirements of Parkway. Establish and develop SLAs and ensure that the projects are able to meet these SLAs. Work with users to set and prioritize short and long-term IT goals. Ensure that IT goals are properly executed with proper staffing and budget. Knowledge and experience with EMRs would be an added advantage. 8. Lead and support the IT team and ensure that team members are properly assigned. Develop, coach and grow team members' capabilities. Maintain team moral and good team relationships. Able to ensure IT team is able to work with other members across the organization. 9. Staff Development:
• Recruit, supervise, coach and counsel staff
• Review, enhance staff performance and develop team capabilities
Qualifications & Experience
Qualifications: 1. Bachelor Degree or Diploma in Computer Science / Information Technology or equivalent. 2. Experience with healthcare systems and solutions, such as EMRs, preferred. 3. Clinical operations experience to support, implement, configure and extend the capabilities of the healthcare IT systems preferred. 4. PMP (Project Management Professional) or CITPM (Certified IT Project Management) preferred. 5. Healthcare experience preferred. 6. Minimum 10 years' experience in leading medium to large scale application projects. Skills & Knowledge: - General 1. Hands on SLDC management for medium to large projects. 2. Good interpersonal and negotiation skills. 3. Excellent communication and leadership skills with strong initiative. 4. Able to think analytically and solve problems effectively. 5. Excellent command of spoken and written English. 6. Positive work attitude and ability to work under pressure. 7. Ability to learn and pick up new technical skills. 8. Strong problem solving and analytical skills. 9. Work effectively in a team environment. 10. Using initiative and independent judgment within established guidelines and procedures. 11. Organizing work, setting priorities and meeting critical time deadlines and communicating effectively with co-workers and superiors. - Clinical / Ancillary 1. Experience in design, development, testing, implementation and support of clinical systems. 2. Experience in clinical systems, healthcare standards such as HL7 Messaging, ICD10, DICOM, DRG and Snomed CT, and LOINC. 3. Experience in healthcare related systems and solutions is an advantage. 4. Good knowledge of clinical and ancillary applications and workflow. 5. Experience in software development and testing experience using Visual Basic, .NET applications using MS SQL Server / Oracle database. 6. Experience in a healthcare environment is an advantage. 7. Experience in working with EMR projects preferred
