HSE Officer

Responsibilities:

• Act as Port Facility Security Officer (PFSO) and manage 3rd-party security providers to meet ISPS requirements.
• Assist in developing, implementing, and reviewing HSESQ management systems and supporting manuals.
• Conduct safety induction courses, toolbox meetings, and ensure compliance with in-house HSE rules, regulations, and risk-based work activities.
• Participate in accident/incident investigations and support implementation of recommendations.
• Lead/participate in HSE inspections, drills, exercises, committee meetings, programs, and campaigns to raise employee awareness. Act as Committee Secretary for planning activities and meetings.
• Conduct and audit emergency/security drills; support emergency response activities; audit compliance with permits, safe work practices, method statements, and risk assessments.
• Identify hazardous workplace conditions, conduct industrial hygiene measurements (physical/chemical exposures), recommend controls/PPE, and issue stop-work orders when necessary.
• Liaise with local authorities and Group HSESQ on inspections, audits, drills, and regulatory issues.
• Organize HSESQ programs, events, and promotional activities.
• Perform duties as Fire Safety Manager (FSM) to ensure compliance with SCDF and GEHS regulations.

Requirements:

• Minimum 5 years' experience as a Safety Officer/FSM, preferably in Oil & Gas.
• Diploma in Technical/Engineering or Degree in Environmental & Occupational Health & Safety.
• MOM-registered Workplace Safety & Health Officer (WSHO) and SCDF-registered Fire Safety Manager (FSM).
• Strong knowledge of EHSSQ Management Systems (OHSAS 45001, ISO 14001, ISO 9001, SS651) with auditing experience.
• Additional certifications (e.g., Work-at-Height, Confined Space, Scaffolding, Lifting Operations, WSQ Incident Management) are advantageous.
• Detail-oriented, thorough in site checks and audits, and committed to ensuring compliance.
