Jobs Description & Requirements:
HSE Strategy & Leadership
- Develop, implement, and maintain the Project HSE Management Plan in alignment with corporate policies, client requirements, and international standards.
- Provide leadership and direction to the HSE team, ensuring a proactive safety culture across all project phases.
- Act as the primary point of contact for HSE matters with the client, regulatory authorities, and subcontractors.
Risk Management & Compliance
- Identify hazards and assess risks across engineering, procurement, construction, commissioning, and offshore operations.
- Ensure compliance with ISO 45001, ISO 14001, and local regulatory requirements.
- Monitor permit-to-work systems, confined space entries, lifting operations, and high-risk activities.
Incident & Emergency Management
- Establish and maintain emergency response plans, including drills and coordination with site teams.
- Lead investigations into incidents, near-misses, and unsafe conditions, ensuring root causes are identified and corrective actions implemented.
- Report incidents to client and authorities in accordance with contractual and statutory obligations.
HSE Audits & Inspections
- Plan and conduct regular HSE audits and inspections on site, at fabrication yards, and during offshore operations.
- Ensure subcontractor HSE compliance through inspections and performance reviews.
- Track corrective actions and verify their closure.
Training & Awareness
- Develop and deliver HSE induction programs for all project personnel.
- Organize toolbox talks, safety campaigns, and awareness initiatives.
- Ensure specialized HSE training (e.g., Working at Heights, Confined Space, Rigging & Lifting) is provided and maintained.
Reporting & Documentation
- Prepare weekly and monthly HSE reports for submission to the Project Manager and client.
- Maintain accurate HSE statistics, including LTIFR, TRIR, and other KPIs.
- Ensure HSE documentation and records are controlled and archived in accordance with project and corporate systems.
Continuous Improvement
- Promote a culture of "Goal Zero" (zero incidents, zero harm).
- Capture lessons learned and implement improvements for future projects.
Working conditions
- Onshore site visits and extended working hours may be required during critical project phases.
- Must be available for rapid deployment to project sites when operational issues arise.
- Physical requirements
- Fit for offshore work and able to meet physical demands including climbing, lifting, and extended standing in field conditions.
Education
- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related discipline.
- Master's degree in HSE Management (preferred).
Specialized knowledge / experience
HSE Management Expertise
- In-depth knowledge of occupational health, safety, and environmental management in EPC or offshore projects.
- Proven ability to develop and implement HSE management systems across multi-discipline project phases.
Standards & Regulations
- Strong understanding of ISO Occupational Health & Safety), ISO Environmental), and ISO 9001 (Quality integration).
- Familiarity with international standards (OSHA, ILO, OHSAS) and local statutory requirements.
Incident & Emergency Response
- Experience in emergency response planning, drills, and real incident management.
- Skilled in root cause analysis, corrective action planning, and HSE risk mitigation.
Industry Experience
- 10–15 years of HSE experience, with at least 5 years in a managerial role on EPC, offshore wind, oil & gas, or large-scale industrial projects.
- Experience in fabrication yards, offshore platforms, or heavy construction environments.
Leadership & Communication
- Strong leadership and team management skills, with ability to inspire a proactive HSE culture.
- Effective communicator with clients, subcontractors, and multicultural project teams.
Software & Tools
- Proficiency in MS Office, incident management systems, and HSE reporting platforms.
- Accreditation / certification
- Offshore safety certifications (e.g., BOSIET, HUET) desirable. PMP or equivalent project management certification preferred.
