Responsibilities

CHAS / PHPC Schemes Administration & Implementation:

  • Manage end-to-end administrative processes for government healthcare financing schemes, including contract and appeal processing, clawback actions, stakeholder enquiries, and other scheme-related administrative tasks.
  • Oversee fortnightly payment cycles to ensure timely and accurate disbursement or recovery of government funds, and prepare financial reports for MOH using large data sets for reconciliation and computation.
  • Prepare quarterly funding forecasts to ensure adequate cash flow for GP payouts and compute adjustments for MOH's quarterly disbursement reports.
  • Investigate and follow up on exception cases with relevant parties, ensuring timely resolution and closure.
  • Ensure full compliance with MOH policies and guidelines to meet audit requirements from the ministry or appointed auditors.
  • Support scheme enhancements, system upgrades and implementation activities as part of periodic scheme changes directed by MOH.

Accounting / Finance Responsibilities:

  • Process finance and accounting entries related to CHAS schemes, including balance sheet items.
  • Reconcile MOH disbursements with payments made to GP clinics.
  • Work with the Financial Shared Services team on vendor creation and resolving system or accounting-related issues.

Requirements

  • Degree in Accountancy/ ACCA or equivalent
  • Proficient in MS Excel ; experience using ERP systems such as SAP will be advantageous
