STATEMENT OF PURPOSE

The Care Transformation department works closely with all stakeholders intending to innovate, design trials and test-beds, support transformational changes and projects, in order to achieve Changi General Hospital's (CGH) vision of being a smart Hospital of the future.  The Assistant Director shall be responsible for leading and facilitating project scoping, workshops and building partnerships to fulfil objectives of leading, designing and deploying strategies to transform care delivery systems for CGH.

RESPONSIBILITIES:

  • Lead and facilitate workshops to scope and design innovation and transformation projects.
  • Influence and inspire stakeholders/partners to work achieve mission
  • Build and strengthen relationship with stakeholders/industry partners
  • Work with partners to identify themes and organise events for industry engagements
  • Prepare, adhere and monitor department budget/utilisation
  • Optimise budget/funding and plan for contingencies
  • Prepare funding papers and work with funding agencies to scope funding parameters/KPIs
  • Plan and deploy resources to deliver project outcomes
  • Lead meetings and establish meeting secretariat roles and responsibilities
  • Prepare approval papers/RFP/reports/project proposals
  • Work with legal on partnership/collaboration contracts/agreement
  • Identify training and competencies required by direct reports
  • Identify needs/opportunities in existing care delivery system.
  • Develop guidelines/criteria and methodology to conduct investigation, research and data collection to support the definition and scope of needs/opportunities.
  • Identify and design solutions/strategy that can address needs/opportunities
  • Develop/Refine performance indicators to measure outcome/effectiveness of transformation strategies
  • Develop, scope and lead the facilitation of solution design, prototyping and testing workshops.
  • Develop options for solution design and contingency plans
  • Plan, develop and conduct training/workshops to support the operationalization of solutions.
  • Plan and implement staff structure/manpower requirements to support projects
  • Develop training and development plans for direct reports
  • Performance management
  • Conduct regular performance appraisal

JOB REQUIREMENTS:

  • Degree or higher qualifications from a recognized institution
  • Minimum 8 years of relevant work experience preferably in operations or project management
  • Minimum 3 years of experiences in managing staff
  • Experience in healthcare is desired
  • Good leadership and management skills
  • Good communication and interpersonal skills
  • Good presentation skills
  • Good critical thinking skills
  • Strong analytical and writing skills
  • System thinking and strategic planning skills
