What you will be working on
Strategy and Master Planning (SMP) develops sector strategies to tackle emerging issues, plans the longer-term structure of services and infrastructure, and oversees the account management of key Social Service Agencies to support service delivery.
The job holder will work with MSF divisions and other agencies to formulate and develop a medium to longer-term plan of infrastructure needs across the social sector. It will involve development of policies and driving of projects to ensure infrastructural sufficiency, flexibility and enable a sustainable sector with well-planned services.
Specifically, he/she will be part of a team that:
• Formulates and establishes MSF's infrastructure policies on the development of social service facilities, including developing a longer-term plan for key infrastructure needed to deliver social services.
• Works with divisions to project service needs, evaluate infrastructure proposals, set up internal platform(s) to better coordinate assessment and securing of sites and explore new ways of siting services such as co-location models.
• Assesses sites based on strategic needs, conducts feasbiltiy studies (e.g. accessbility analysis), work with divisions and WOG agencies to secure commitment for co-location.
• Conducts high-level project planning, design phasing, secure funding.
• Plans for transitions from existing to new premises.
What we are looking for
• Good analytical, written and communication skills
• Excellent stakeholder management skills with an ability to communicate, rally together and work effectively with multiple internal and external stakeholders
• Strong project management skills
• Knowledge of infrastructure planning and development processes
The office location is at Westgate (Jurong East).
